Motion by Commissioner Rolfe, seconded by Commissioner Olds to recomend preliminary plat <br />approval with Park Dedication satisfied by cash and route of trail through neighboring <br />subdivision negotiated by Staff, with portions of the trail qualifying as transportation corridors <br />ineligible for credit. <br /> <br />Motion carried. Voting Yes: Vice Chair Johns, Commissioners LaMere, Olds, Rolfe, and <br />Shryock. Voting No: None. Absent: Chairperson Cook, Commissioner Ostrum. <br /> <br />Case #5: Recommend Park Dedication for Alpine Meadows <br /> <br />Parks/Utilities Supervisor Boos noted this project was reviewed as a sketch plan during <br />December's meeting. The consensus at that time was the developer should identify an area of <br />open space within the plat. However, the Park and Trail Plan does not show land or trail needs in <br />the vicinity of the plat. Therefore, Staff is recommending Park Dedication consist of a cash <br />contribution of $71,400. Trail Fees would be $16,800. <br /> <br />He explained the Planning Commission recommended preliminary plat approval With changes to <br />the cul-de-sac that goes to the south. The recommendation was the cul-de-sac should go down to <br />the end, and additional landscaping should be added. It was also recommended the applicant <br />request a variance for the street length from the Board of Adjustment. He noted the Parks <br />Commission requested some type of private recreational component to this subdivision. <br /> <br />Commissioner Rolfe questioned whether sidewalks will be added. <br /> <br />Parks/Utilities Supervisor Boos answered they would go in as a Stage one improvement. <br /> <br />Commissioner Rolfe asked where the amenities would be placed if they were requested. <br /> <br />Vice Chair responded there is a trail along T.H. #47 with landscaping. <br /> <br />Parks/Utilities Supervisor Boos suggested the stormwater pond could serve as aesthetic purposes. <br />The Park and Recreation Commission's recommendation could be consistent with others that the <br />developer identify private recreational oppogunities as part of the final plat. <br /> <br />Commissioner Rolfe suggested providing a way to access the stormwater pond and ~eenspace. <br /> <br />Vice Chair Johns inquired whether the trail along 153rd goes all the way up to the ~eenspace. <br /> <br />Parks/Utilities Supervisor Boos answered it does. He further noted the developer must provide a <br />sound study, and per similar completed studies, trees do not qualify as an adequate barrier. <br /> <br />Vice Chair Johns asked how the sound wall would impact the trail needs, and whether more <br />easement would be needed. <br /> <br />Parks/Utilities Supervisor Boos stated he hadn't studied that and offered to research the question. <br /> <br /> Park and Recreation Commission/April 1I, 2002 <br /> Page 9 of 14 <br /> <br /> <br />
