Councilmember Zimmerman stated that unless it costs the taxpayers money, they do not usually
show up.

Councilmember Hendriksen stated the only time they did show up besides the money issue was if
it was on or near their property.

Mr. Boos stated he felt they were doing a good job as a City getting resident input. He stated
they would mail everyone a notice when their neighborhood meeting would be.

Councilmember Hendriksen stated they should contact SCTV and tape the meetings to show later
for residents who were not able to attend the meetings.

Commissioner LaMere suggested they should make the notes public for each meeting and put
them on the website.

Chairperson Cook suggested they should do a wrap up on' Cable after every meeting.

Mr. Boos stated that everything should be listed as public input in the meeting. He stated they
will schedule meetings next week and will have aerial photos of the City available for the
meetings.

Councilmember Hendriksen stated they should have a meeting in Zone C first so the fire station
could be used a meeting place.

Mayor Gamec stated they should have a synopsis on cable TV and get it out as soon as possible.
He stated people are enjoying what was on cable TV 16 and they could put together a ten-minute
program recapping the meetings.

Commissioner Shryock stated when they conduct the meeting they should convey to the residents
what would happen in the process if this were to be approved. She stated some residents might
come to the meeting defensively about the City taking their property. She stated they should tell
the residents how it would benefit them.

Mr. Boos stated they needed a case study to see how it would benefit the community. He wanted
to keep the LlVlRC separate from the trail as much as possible.

Commissioner Rolfe stated they could try to buy the property from the affected residents with a
lifetime lease (life of Stated). He stated what this meant was they would purchase property from
residents at present market value and allow them to use their property until they were deceased or
would move, then the land would become the City's. In the meantime, the residents could not
sell the property off. This puts people at ease.

COMMISSION/STAFF INPUT

Park and Recreation Commission/June 13, 2002
Page 5 of 9

//[{23-
