Ms. Stockston, .. Juniper Ridge stated she knew of someone who had some interest in the
horse arena and they went to look at it but it was not useable so they stated they could not use it.

Commissioner Olds asked how many horse owners there were in Ramsey.

Ms. Stockston stated she did not know but they are losing them regularly.

Parks/Utilities Supervisor Boos stated he thought it would be about fifty properties. '

Mr. Breu stated it was around one hundred.

Ms. Stockston stated their horse community with the arena is not large enough for the horse
activities but if the City wanted to look at renting it out as a revenue generating opportunity, they
should. She stated most horse owners do not ride their horses off their property anymore because
it is not viable.

Mr. Webb stated he is not opposed to it being kept as a horse park as long as it is kept up and
there is not any infringement on any ones property. He stated they wOuld be in favor of this
because it would not be used all that often.

Mr. Fredericks stated he has been here four years and the events held there have left some bad
will with the neighbors because they have not cleaned up after the events. If they were fined for
not cleaning up they would be more responsible. If the grounds were kept up and were not an
eyesore, then keeping it as a horse park would be fine with the residents.

Mrs. Breu stated she used to go up there at least twice a week but now there is not any way she
would go up there because of the weeds and she would not want to bring horses there.

Commissioner Johns asked what was needed in the arena for horses to be able to use it.

Mr. Fredericks stated it would need to be weed-free and dragged so it would be smoOth.

Commissioner Johns asked what about the size of the arena, is this the correct dimensions for
shows.

Mr. Breu stated the one they built in Medina is the size of the hippodrome and the arena at
Traprock Commons Park is smaller. It would have to be at least the size it is now but there is not
any room for a larger one.

Chairperson Cook asked if the arena is only used for shows.

Mr. Breu stated it would be used for anything, from show to training to exercising the horse.

Chairperson Cook asked if there is a need to shows in the area because he does not want to fix it
up and add new things if there is no need for it.

Park and Recreation Commission/September 12, 2002
Page 3 of 11
