Cornrmssioner Johns stated one thing that appeals to her is that it is unique to the City and keeps
the country feel there. She would like to keep it if it is going to be used and wanted.

Ms. Stockston stated the park would need to be advertised so more people knew it. was there to
use.

Commissioner Ostrum stated maybe they could find out what kind of usage the residents would
want for the park.

Chairperson Cook stated his opinion is he would like to table this and not take any action on this
and have the horse board and the residents at this meeting come back to the Board in a month
with the reasons why they want to keep the park for horse and see some interest in the horse
community before putting some money into it. If they go two or three months into this and he
only sees four residents take interest in it, he would not want to put money into it.

Parks/Utilities Supervisor Boos asked if the residents 'agreed that the park needed to be removed
and rebuilt. He stated they have been concerned with getting rid of the park because if they level
it they may then have the residents say it was beautiful the way it was.

Ms. Stockston stated that if it is eliminated, there would be a consensus that now that the horse
park is gone, there could be something else put in there, she does not want this to happen. She
also stated there is not a database of horse owners and she would like to contact the different
agencies dealing with horses and find out if there are any members that are residents who would
be interested in the horse park.

Mr. Fredericks stated that they should put this information in the resident newsletter.

Cornmissioner Johns stated she thought it should be put in the horse board newsletter.

Chairperson Cook stated that if they leave it there and someone gets hurt there, the arena Would
be taken down, but if they take the arena out and place a notice there stating _that if there were no
interest in a new arena, there would be something else placed in the park. He also stated that the
scouts requested a place to store things and maybe they could store some things in a shed on that
property.

Parks/Utilities Supervisor Boos stated he was oppOsed to public storage areas in parks.

Mr. Fredericks stated he was opposed to leaving the area open and he wanted it to be gated until
something was decided.

Chairperson Cook stated they should put up a notice on the site with information regarding this.

/Vlr. Webb stated that many residents in the area probably do not know that it is a park.

Commissioner Johns asked Parks/Utilities Supervisor Boos if they could put information in the
newsletter.

Park and Recreation Commission/September 12, 2002
Page 5 of 11
