CASE #2 <br /> PUBLIC HEARING <br /> -AND- <br />RECOMMEND ADOPTION OF THE PARKS FIVE-YEAR CAPITAL <br /> IMPROVEMENTS PLAN (2003 - 2007 CIP) <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Each year, the Park and Recreation Commission begins the Capital Improvements Program <br />(CIP) process by examination of the current, five-year plan. The C.I.P is revised to reflect <br />opportunities and changing priorities, and proposed projects are added to the last year of the <br />plan, which in this case is 2007. <br /> <br />The Commission had these discussions during May and July, and again in September of this <br />year..Request for comment was made on the draft C.I.P and a Public Hearing was scheduled for <br />November 14th 2002 - and duly advertised. <br /> <br />Observations: <br /> <br />Upon hearing any and all comment on parks capital improvements, the Public Hearing shOuld <br />be closed before moving on to revise the C.I.P or moving to recommend adoption of the C.I.P by <br />City Council. <br /> <br />After the Commission agrees on a Five-Year CF plan,' the request is forwarded to City Council. <br /> <br />The Council will then adopt a Capital Improvement Plan for 2003 as part of the over all budget <br />in December of this year, which would include the first year of the Commission's five-year, plan. <br /> <br />Council may choose to schedule a work session with the Commission, or receive a presentation <br />on the plan in a Finance Committee format, which is the more common procedure. <br /> <br />Attached is the PropOsed Five-Year C.I.P., the Commission developed .earlier this year in the <br />same narrative format. C.I.P. Worksheets are being prepared and may be handed out at the <br />meeting. <br /> <br />Commission Action: <br /> <br />Recommend a Five-Year Parks Capital Improvement Program for adoption by City Council: <br /> <br />Reviewed by: <br />Parks/Utilities Supervisor <br /> <br />Copies also distributed to: <br />City Administrator <br />Direcfor of Public Works <br />Finance Officer <br /> <br />P&R: 11/14/02 <br /> <br /> <br />
