CASE #2 PUBLIC HEARING -AND- RECOMMEND ADOPTION OF THE PARKS FIVE-YEAR CAPITAL IMPROVEMENTS PLAN (2003 - 2007 CIP) By: Mark Boos, Parks/Utilities Supervisor Background: Each year, the Park and Recreation Commission begins the Capital Improvements Program (CIP) process by examination of the current, five-year plan. The C.I.P is revised to reflect opportunities and changing priorities, and proposed projects are added to the last year of the plan, which in this case is 2007. The Commission had these discussions during May and July, and again in September of this year..Request for comment was made on the draft C.I.P and a Public Hearing was scheduled for November 14th 2002 - and duly advertised. Observations: Upon hearing any and all comment on parks capital improvements, the Public Hearing shOuld be closed before moving on to revise the C.I.P or moving to recommend adoption of the C.I.P by City Council. After the Commission agrees on a Five-Year CF plan,' the request is forwarded to City Council. The Council will then adopt a Capital Improvement Plan for 2003 as part of the over all budget in December of this year, which would include the first year of the Commission's five-year, plan. Council may choose to schedule a work session with the Commission, or receive a presentation on the plan in a Finance Committee format, which is the more common procedure. Attached is the PropOsed Five-Year C.I.P., the Commission developed .earlier this year in the same narrative format. C.I.P. Worksheets are being prepared and may be handed out at the meeting.
