CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a work session on Tuesday, October 15, 2002, at the
Ramsey Fire Station Number II, 15050 Armstrong Boulevard NW, Ramsey, Minnesota.

Members Present:

Mayor Thomas Gamec
Councilmember Susan E. Norman
Community Development Director Sylvia Frolik

Mayor Gamec called the work session of the City Council to order at 7:30 p.m.

CITIZEN INPUT

There was none.

WORK SESSION TOPICS

Case #I: Wildlife Sanctuary 3ra Addition-Sketch Plan Review

Community Development Director Frolik stated that Oakwood Land Development has applied
for sketch plan review to plat property located west of T.H.//47 and north of Alpine Drive NW.
The plat consists of one existing homestead and 46 new single familY, urban lots. The property
is currently zoned R-1 residential and is located in the MUSA. The 2001 Comprehensive Plan
designates this area for low-density single-family residential development not to-exceed a net
density of three units per acre. The gross density of the plat appears to be 2.5 units per acre.
There are wetlands present on the property that will need to be factored out and a net density will
be determined at the time of preliminary plat review. The sketch plan identifies proper extension
of public streets throughout the plat, providing connection with streets soon to be constructed to
the east and northeast and future access to the west. The nortl'dsoutak street Mil-terminate in a-
cul-de-sac that complies with the 600-foot length restriction. It appears that .the lots meet the
minimum standard for lot area and lot width, this information will be confrrmed on the
preliminary plat. The City does have a density transition ordinance in effect. No transitioning
will be required to the north and east because of similar or denser development. The plat abuts

City Council/October 15, 2002

25
