homestead be abandoned and that right of access along T.H. #47 be dedicated to the State. It <br />appears that the cul-de-sac does not exceed the 600-foot length restriction. Trail development <br />will be required along T.H. #47. Staff is requesting that the highway right-of-way be expanded, <br />similar to that in Apple Ridge to the south, to facilitate a trail and/or service road parallel to T.H. <br />#47. <br /> <br />John Peterson of Oakwood Land Development, Inc., stated he met with some nearby property <br />owners to the north regarding future access. There is a lot of topography and trees and it makes <br />more sense to access the north in the open area further east rather than in the northwest corner of <br />the plat. <br /> <br />Mr. Peterson said that one issue needs attention. He explained that when Apple Ridge was <br />developed it was unclear how the northern area would be served for transportation. The solution <br />was to make a 40-foot outlot parallel to T.H. #47 for a future trail and/or service road. A 40 foot <br />wide corridor would come very close to the existing homestead and now it appears that Lithium <br />will carry traffic to the north and not a service road. Mr. Peterson suggested that the corridor <br />along T.H. #47 be reduced in width for a trail only. <br /> <br />City Engineer Jankowski said Mr. Peterson's comments should be considered. <br /> <br />Motion by .Commissioner Johnson, seconded by Commissioner Sweet to approve the sketch plan <br />for River Pines 5~ Addition and recommend that the developer proceed to the preliminary plat <br />stage contingent upon compliance with the City Staff Review Letter dated November 2, 2001 as <br />modified and obtaining a Comprehensive Plan Amendment to include the property in the <br />Metropolitan Urban Service Area. <br /> <br />Motion Carried. Absent: Commissioners Kociscak and Reeve. <br /> <br />Case #9: <br /> <br />Ramsey Comprehensive Plan Highway 10 Industrial Development; Case of <br />City of Ramsey <br /> <br />Principal Planner Trudgeon said the City Council discussed in a facilitator led work session the <br />possibility of designating some land south of Highway. 10 and east of Sunfish Lake Boulevard <br />from Places to Shop to Places to Work. The City Council directed Staff to discuss the land use <br />change with the EDA and Planning Commission. The area in question is located near the border <br />between Anoka and Ramsey and has a variety of land uses. Staff feels that the area is a prime <br />location for redevelopment. The March 2001 Draft of the Comprehensive Plan designates this <br />area as Places to Shop. Staff believes that the southern side of Hwy. 10 is not the most suitable <br />for commercial development since it is not convenient for "driving home" traffic. More <br />specifically, the area in question has poor access that will make it difficult to fully realize its <br />development potential.
