Commissioner Olds inquired how long residents of this type of housing stay there, and where
they move to when they move.

Mr. Aune explained that residents typically stay in these homes approximately five years. He
added that this development is designed around a single family home community.

Comm/ssioner Johns questioned what percentage of these homes are three bedroom. Mr. Aune
said that at least half of them are 3 bedroom homes.

Chairperson Cook stated that during initial discussions for providing land them, concerns were
raised that there may not be enough recreation for the kids. A large park is proposed that would
satisfy what is needed. He said that providing that it is enough land to meet the dedication
requirements, it seems like a good deal. People can walk there to play tennis and there is a
play~ound for younger kids to wait while they play tennis. '

Commissioner LaMere asked if irrigation could be hooked into what is already in Solstice Park.

Parks/Utilities Supervisor Boos answered it would most likely require a separate water source.

Mr. Aune added that the lawn is irrigated between all the buildings.

Parks/Utilities Supervisor Boos explained that there will need to be a water main along each of
the drives to serve them.

Mr. Aune added that the water main would run to the end of the building and then it would be
looped.

Parks/Utilities Supervisor Boos noted the irrigation for Solstice Park was about $13,000 for one
acre.

Chairperson Cook suggested that the electric and water could be stubbed, and irrigation could be
added later.

Mr. Aune noted that this is the preliminary plat. Orrin Thompson will be before the Commission
again at the end of. the month.

He said if a backstop to distinguish the ballfield is Preferable, they would be able to do that.

Commissioner Olds questioned' how many trees could be saved if the ballfield was made just a
small grassy play area.

Mr. Aune said that this area would have to be graded, and in order to grade, trees need to be
removed.

Park and Recreation Commission/November 15, 2001
Page 6 of 12
