1L~.MSEY CO1VLPREHENSIVE PLAN <br /> PUBLIC HEARING DATES <br />By: Principal Pianner Patrick Trudgeon <br /> <br />Background: <br /> <br />For the past slx months, the City Council has met with Larry Bakken, a facilitator, to try to reach · <br />consensus about the Comprehensive Plan. The Council held the la,~ meeting with the facilitator <br />November 26, 200 l. At their November 27, 2001 meu~fing, the City Council referred a revised <br />Comprehensive Plan to the Planning Commission for review and requested that they hold a joint <br />public hearing with the City Council. <br /> <br />Observations: <br /> <br />Under State Statute ¢62.355(2), the Plaxming Commission is required to hold a public.hearing <br />prior to adoption of a Comprehensive Plan or an amendment to a Comprehensive Plan..The <br />current Comprehensive Planning process began in 1997. Througout 1998 and 1999, focus groups <br />were held with community members to gather input on how Ramsey should grow over the nex't <br />twenty years. During that tim~, the plan has gone through several drafts, with the most recent <br />being the March 2001 Draft. The Planning Comm/ssion has previously held two public hearing <br />regarding the Comprehensive Plan, one in 1999 and one on June 21, 200I. Cky Attorney Bill <br />Goodrich'has indicated that since there has be~n sig-nificant changes in the dra~ since the June <br />public hearing, a new public hearing is necessary. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Planning Commission hold an "informal" public hearing, where staff <br />and commissioners will be at rmtions to discuss the details of the cornPre, hensive Plan one-on-one <br />with res/dents. As you may recall, the P[arming Comrmssion has done this for the two. previous <br />public hearings. Staff feels reis is a better waY to disseminate the information contained in the <br />nearly 150 page Comprehensive Plan. Staff feels that individual residenm are able to receive more <br />i_n.formation and clarification of issues that a. re important to them by talking irtdividually t~ City <br />~taff members and Planning Comnussioners at the different stations. <br /> <br />Staff recommends that the Planning Comm/ssion hold the public hearing on an evening different <br />from a regular Planning Commission meeting. Suggested dates are January 14~, 16~', 17~', 23m, <br />24~, 28~, 29~, 30~', or 31:~. Suggested times for the public heating are from 6:00 p.m. to 9:00 p.m. <br /> <br />Commission Action: <br /> <br />Will be based on your discussion. <br /> <br />Review Checklist: <br /> <br />City.
