REQUEST FOR SKETCH PLAN REVIEW OF BIRCH HILL LODGES <br />CASE OF ORRIN THOMPSON HOMES <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />Orrin Thompson Homes has applied for sketch plan review of a townhome development that will <br />facilitate 84 multi-family structures. The property is generally located south of Sunwood Drive <br />and west of State Highway #47. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan <br />City Staff Review Letter dated November 2, 2001 <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the sketch plan submittal. However, the applicant is <br />asking for a comprehensive plan amendment, that the property be rezoned, receive a variance to <br />height limits, all of which require public hearings. Notices of these public hearings were sent to <br />property owners within 500 feet of the subject property. <br /> <br />Observations: <br /> <br />The property is currently zoned B-1 Business. The applicant will be asking for a rezoning of the <br />property to R-3U Multi-Family Residential. If the property were to be rezoned to R-3U, the <br />property could be developed to a density not to exceed 7 units an acre. The March 2001 Draft <br />Comprehensive Plan shows this area being designated for medium density residential. Medium <br />density has been defined as residential development not to exceed 7 units an acre. <br /> <br />The property is approximately 14.08 acres in size. The sketch plan shows a gross density of 6 <br />units per acre. Staff is requesting the additional information from the applicant to determine the <br />net density for the project area. The proposed townhome structures consist of eight, ten, and <br />twelve units ranging in size from 8,900 square feet, 10,600 square feet, and 12,512 square feet, <br />respectively. <br /> <br />The sketch plan is proposing a public street (Cobalt Street) through the development that will <br />connect to a private street located on the Lord of Life property. The site plan is proposing <br />private streets from the townhouse structures to the public street. <br /> <br />A detailed drainage and grading plan will be addressed during the preliminary plat process. The <br />project is subject to the review and permitting process of the Lower Rum River Watershed <br />Management Organization (WMO). The development will be required to obtain a permit from <br />MnDot showing the post and pre development calculations. <br /> <br />-2- <br /> <br /> <br />
