D. Compensation <br /> <br />The firm's proposal must identify: <br />· Th, e, minimum, estimated, and maximum hours and associated cost expected for each item <br /> of the proposed Master Trail Plan "Table of Contents," (Note that some of the above <br /> items may be omitted to expedite the receipt of the Trail Plan or to reduce cost. The <br /> following outline headings will be included in the plan: Development Concepts; <br /> Individual Trail Corridor Descriptions; and Individual Trail Corridor Cost Estimates and <br /> Funding Proposals.) <br />· The not-to-exceed cost of the Plan based on estimated hours referenced above. <br />· No partial payments will be made by the City. <br />· Include a list of trail construction grants that the firm was responsible in acquiring for <br /> central Minnesota projects. <br />· Include a listing of grant funding sources that the firm believes would be applicable to <br /> Ramsey's proposed system. <br />· Include a list with phone numbers of prior trail plan clients who received the above <br /> grants. <br /> <br />Evaluation Criteria <br /> <br />The firm's proposal will be ranked by City staff and recommended for City Council approval by <br />applying the following criteria: <br /> <br />The ability of the firm to meet or exceed the goals and objectives of the City of Ramsey. <br />The finn's success rate and experience in receiving trail construction grants for its clients. <br />The firm's experience with using greenways and trail corridors in natural resource protection. <br />The firm's experience in consensus building at public meetings with City officials and <br />residents involving trails. <br />The firm's ability to expedite the tasks tentatively entitled Development Concepts, Individual <br />Trail Corridor Descriptions, and especially, Individual Trail CortSdor Cost Estimates and <br />Funding Proposals. <br /> <br />RFP Terms <br /> <br />There is no' expressed or implied obligation for the City of Ramsey to reimburse responding <br />firms for any expenses incurred in preparing proposals in response to this request. To be <br />considered, ten (t, 0) copies (or one reproducible copy) of a proposal must be delivered to Mark <br />Boos, Parks/Utilities Supervisor at Ramsey Municipal Center, 15153 Nowthen Boulevard NW, <br />Ramsey, MN 55303 by 5:00 p.m. on November 6th, 2001. <br /> <br />During the evaluation process, the City of Ramsey reserves the right to request additional <br />information or clarification, or allow corrections of errors or omission. At the discretion of the <br />City of Ramsey, finns submitting proposals may be requested to make oral presentations as part <br />of the evaluation process. It is anticipated the selection of a finn will be completed before <br />January 31 st, 2002.
