CounciImember Hendriksen stated that QCTV had preliminary, the site in ChampIin for their new
facility. He reviewed the packet that was submitted to each member of QCTV from Champlin
explaining that they did an outstanding job presenting what they had to offer. He then reviewed
what the City of Kamsey presented to QCTV expressing disappointment with the presentation.
He suggested that if the City is going to compete they need to clean up their act.

Mayor Gamec suggested putting together an economic development brochure.

Councilmember Kurak stated that the Champlin site is located by their downtown center and the
property was recently appraised at $365,000 and QCTV was able to purchase the property for
$65,000. She stated that it is an excellent site and has plenty of room for expansion.

Richard Krueger, Resident of Ramsey, stated that Councilmember Hendr/ksen indicated that they
have to get their act together, but what they need to do is pass a Comprehensive Plan so that
these types of opportunities don't keep passing the City.

Councilmember Hendriksen stated that there are certain things that the citizens have said that
they want in the Comprehensive Plan which include, density transitioning, sewer and water,
lower density. He stated that he did not think it was responsible to permit multiple housing in
Section 28 except as a buffer between commercial and residential. Past councils were very
insightful designating the [and as commercial/industrial to preserve the tax base. He stated that
he is willing to say no to the Comprehensive Plan to protect those things.

Mayor Gamec noted that the Council is in the process of working on those issues.

ADJORzNMENT

Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to adjourn the
meeting.

Motion carried.

The regular meeting of the City Council adjourned at 8:45 p.m.

Respectfully submitted,

Nanci Libor
Recording Secretary
TimeS'aver Off Site Secretarial, [nc.

James E.
