that he was in favor of all roads in the development being cul-de-sac except for the accesses from
153'd Avenue, but currently there are no kids that play at the park on 155~ Lane and cul-de-
sacing 155"' Lane would drive more traffic to Yakima Street.

John Lichter, [5665 Juniper Ridge Drive, Ramsey, stated that he saw very little measures of
density transitioning being proposed in the development. He stated that t~e would like to find out
what the City intends to do in regards to density transitioning. He also noted that he did not see
any information regarding storm water retention. Th.ink some cul-de-sacs are necessary in the
development, but in regards to street assessments their streets were recently redone and assessed
fbr and know they will be pushing more traffic onto those streets. Maybe the City should refund
some of the money. I.n regards to density transitioning he would like to know what the Council
intends to do in this case.

Cary Manuel, 15668 Juniper Ridge, Ramsey, stated that when he ori~nally purchased his
property the land was platted with one acre lots. It has a long:history and they are at a point of
resolving the issue. The residents that border the development to the north ha'ce agreed to buy
some land and not continue with lawsuits. Know they are requesting that there be some cul-de-
sacs on the north side of the development to prevent additional traffic in their neighborhood. He
expressed that traffic should be directed to 153~ where the City has spent a lot of money for a
new stop light. Apple Ridge only has one access from the development so the City has allowed
it in the past and should be consistent. It is time that they find some resolution and move
~brward.

Don Hatch, 15500 Barium Street, Ramsey, stated that he has been a resident of Ramsey since
1975. He explained that one of the reasons he.moved out to Ramsey was because of the space.
He stated that several of' the Councilmembers ran on density transitioning and Councilmember
Hendriksen asked the Council to stand forward and ~ve the residents density transitioning. He
reviewed some of the different layout options expressing that there is no real purpose for the
i 55~t' Lane connection. If there is an increase in volume of traffic they will have to pay for the
additional wear and tear on the roads. He stated that he would have to be in favor of Option B,
which shows 40 cars accessing 155~' Lane.

Ross Dehn, 5251 156~' Lane, Ramsey, stated that there is already enough traffic along 156~" Lane.
He stated that he would like to see 155~h Lane cul-de-saced with maybe an emergency access.
There are numerous little children in the neighborhood and very concerned with their safety. ~Ie
was in favor of having two streets on the north be cul-de-sacs. M.r. Dehn inquired as to what the
park expansion will include, because the existing playground equipment is in tough shape.

Marly ?, [5235 Zunie Street, Ramsey, stated that he moved to Ramsey for the quietness. He
stated that with the development there will be more traffic and more problems and would like to
see the lots be one acre lots.

George Pomeroy, 5430 155th Lane, Ramsey, stated that he received no notices of the
development and lives on 155~' Lane. If the 155~ Lane is put though they will have an enormous

City Council/September 11, 2001
