Voting No: None. <br /> <br />Case #2: Lions Application for a One-Day 3,2 Beer License <br /> <br />City Clerk Thieling stated that the Ramsey Lions have applied for a one-day, 3.2 beer licenses, <br />for a one-day event-Happy Days, the City of Ramsey~.s community celebration. The sales will <br />take place on the City Hall campus. Tire celebration is scheduled for Saturday, September [5, <br />200[. The Lions have provided the necessary documents required. Under City Code, it is a <br />permissible activity to grant a 3.2 beer license to the Ramsey Lions Club. As has been done in <br />the past, City staff is requesting Council waive the $20 license fee. The Lions Club is non-profit <br />and generously gives to the community. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to approve the <br />application tbr the Ramsey Lions Club for a one-day, 3.2 beer licenses for Happy Days, the City <br />of Ramsey community celebration to be held on Saturday, September 15, 2001. The license is <br />for the City Hall campus. And waive the $20 temporary 3.2 beer license fee. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Zimmerman, Anderson, <br />and klendnksen. Voting No: None. <br /> <br />Case #8: <br /> <br />Consider Adoption of Resolution Establishing Election Date and 'Ballot <br />Questions for Various Charter Commission Amendments Prepared by the <br />Charter Commission <br /> <br />City Attorney Goodrich stated that the Charter Commission has been reviewing the City Charter <br />and is now preparing various amendments dealing with: 1) Establishing a ward system; 2) <br />Establishing a primary election system; 3) Requiring a majority vote of City Council as <br />opposed to a 4/5'" vote requirement for adoption of the Comprehensive Plan; and 4) Increasing <br />the petition requirement from ten percent to twenty percent for initiative and referendum <br />petitions. The Council is obligated under State law to present the proposed amendments for <br />election within 90 days of receipt of the amendments, if no regular general election is scheduled <br />within six months. Therefore, November 6, 2001, is recommended as the election date. In <br />addition, the City Council is given the responsibility of establishing the ballot questions. A <br />resolution was presented to the Council or adoption. The. resolution notes that a question has <br />come up regarding State law regarding alphabetically placing candidates on the ballot. M_r. <br />Goodrich explained that State law states that in primary or general elections the name of the <br />candidates should be rotated.
