Case #3: <br /> <br />Issue On-Sate and Sunday Intoxicating Liquor License to K]IFC, Inc., d/b/a <br />Spectators <br /> <br />Police Chef Gustafson stated that on August 28, 2001, the City Council approved the on-sale <br />and Sunday intoxicating liquor license for Spectators, a sports bar. There was a problem with the <br />ownership interest shown on the fu'st application and the issuance of the license was contingent <br />upon receipt of an amended application. KBFC, Inc. has properly completed a new license <br />application, showing the new list of officers. Both the Police Chief and the City Attorney found <br />the application to be complete and the license that was ganted on August 28, 2001, could be <br />issued. He noted that Suzanne Bannerman is now included on the application and it has been <br />noted that her spouse has an interest in JR. Partners, [nc., but it is not in business at this point. <br /> <br />Motion by Councilmember )mderson, seconded by Councilmember Kurak, to issue an on-sale <br />and Sunday intoxicating liquor license to K.BFC, Inc., d/b/a Spectators. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendr/ksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Introduce Ordinance Amending Chapter 5 of the City, Code Relating to Fees <br />for Impounding Dogs <br /> <br />Police Chief Gustafson stated that Sergeant Jim Way pointed out that the fees for impounding <br />dogs is listed in Chapter 5 of the City Code. Since fees are subject to change, the City Council <br />adopts a resolution, annually, setting the rates, fees, and charges for the current year. That <br />process only takes on action.' ff the fees are kept in the City Code, it takes two Council actions to <br />change it, introduction and zfnally adoption of an ordinance. Such ordinance has to be published <br />in the Anoka Union, thus adding publication costs to the actions also. In the past when it's been <br />noted that fees are listed in the Code, staff has drab:ed an ordinance for Council's review to <br />introduce and then adopt to amend that portion of the Code by deleting all reference to specific <br />rates, fees, ancb'or charges. The rate is then added to the schedule of rates, fees, and charges. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember ~Iendriksen, to introduce <br />Ordinance #01-~ amending Chapter 5, Section 5.09.03, Subd. 10a, of the City Code, deleting <br />reference to a specific fee for boarding and impounding dogs. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #7: <br /> <br />Authorization for Sale of Property to Anoka County Community Action <br />Program (ACCAP) <br /> <br />City Attorney Goodhch stated that at its May 8, 200l meeting, the Council introduced an <br />ordinance to permit the sale of the City owned property at the intersection of T.H. #47 and the <br /> <br />City.
