Community Development Director Frolik replied that City Code requires a minimum of two <br />drain fields in case one fails. <br /> <br />Councilmember Anderson stated that she knows that a policy was put in place regarding <br />mailboxes in cul-de-sacs, but inquired as to what is being done in regards to newspaper boxes. <br /> <br />Community Development Director Frolik replied that the development agreement is proposing <br />cluster boxes. <br /> <br />Director of Public Works/Fire Chief Kap[er stated that he would hope that newspaper boxes <br />would be under the same requirement as mailboxes. <br /> <br />N[ayor Gamec stated that it would defeat the purpose to not do that. <br /> <br />Consensus of the Council was to include newspaper boxes in the mailbox ordinance. <br /> <br />Councilmember Hendriksen requested that the City Attorney review the ordinance and propose <br />language if the ordinance is lack that information. <br /> <br />Councilmember Zimmerman stated that he understands that North Fork has a park dedication <br />agreement from 1989 of $500 per unit, but the City is not going to be able to buy much for <br />$22,000. <br /> <br />Dennis Peck, Director of Development for North Fork, stated that he discussed the issue of park <br />land with the Park Commission and explained that there is 30 acres that is not covered in the <br />1985 agreement. It s likely that North Fork will be donating 70 to 100 acres to the City, which <br />will be more than $22,000. He noted that it was likely that the entire south shore of the lake will <br />be given to the City. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adopt <br />Resolution #01-08- granting final plat approval of St. Andrews Addition contingent upon <br />compliance with the City staff review letter dated August 9, 2001 and entering into a <br />development agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />Case #2: Bids for Wellhouse No. 3 (Improvement Project #00-29) <br /> <br />City Engineer Olson stated that Wellhouse No. 3 is proposed to be constructed approximately <br />[,000 feet due south of Well No. 4 in the City's western well field location in Section 28. Plans <br />and specifications have been prepared by Bolton &Menk, Inc. and bids were opened on Friday, <br /> <br />City Council/August 14, 2001 <br /> Page 7 of 13 <br /> <br /> <br />
