COMMISSION BUSINESS <br /> <br />Case #1: Recommend Park Dedication for Orchard Itills <br /> <br />Parks/Utilities Supervisor Boos stated that on Tuesday, December 5, 2000 the Planning <br />Commission recommended approval of the preliminary plat for the Orchard Hills towl~home <br />development. The ten-acre site is south of 153rd Avenue NW and east of T.H. #47. The <br />Commission approved the plat contingent upon complying with the staff review letter, adding <br />sidewalks and meeting a 15-foot landscape setback. The last item may result in a one to three lot <br />reduction from tile 42 units proposed. As it relates to park dedication, at least one res/dent <br />recommended, or questioned at the public hearing, if there would be a tot-lot. The developer <br />responded that the townhomes would note be marketed to young families. The Commissions <br />Park and Trail plan does not show any proposed park in this vicinity. Staff feels that Solstice, <br />Woodland Green, River's Bend Park and the school will be adequate in light of the trail <br />connections occurring in and around the plat. Staff recommends that park dedication be satisfied <br />by cash based on the number of units at the time of final plat approval. The Park and Recreation <br />Commission should, however, review the recreational opportun, itie. s available to the Orchard <br />Hills residents to support the cash park dedication recommendation. <br /> <br />Commissioner Johns inquired if the developer is going to complete the trail along T.H. #47 to <br />Bill's Superette. <br /> <br />Parks/Utilities Supervisor Boos replied yes. <br /> <br />Commissioner Ostrum inquired if staff felt that there are adequate playgrounds to service the <br />area. <br /> <br />Parks/Utilities Supervisor Boos replied that he did not see any reason to believe that the <br />developer will not market the homes to who they say they will and he does not think the <br />development will create additional park needs over that which is currently available. <br /> <br />Commissioner Droegemueller stated that he felt there was adequate park's in the area. <br /> <br />Chairperson Cook suggested cash for park dedication and then, in a few years, the City can <br />improve Woodland Green if they feel that there is a need. <br /> <br />Motion by Commissioner Droegemueller, seconded by Commissioner Jolms, to reconunend that <br />cash satisfy the park dedication requirements for Orchard Hills and that both the park dedication <br />and trail fee be enacted at the rate in effect at the time of final plat approval. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Dr°egemueller, Jolms, Ogtrum, and <br />Rolfe.
