FC CASE #

CONSIDER METRO GREENWAYS PROGRAM
FOR FUNDING A MASTER TRAIL PLAN
By: Mark Boos, Parks/Utilities Supervisor

Background:

During 1999 and 2000, City Council and the Park and Recreation Commission discussed the
merits of a Master Trail Plan. The plan was intended to address all aspects of trails in Ramsey,
however, one of the largest, eventual outcomes resulting from a comprehensive trail plan may be
building momentum for preservation of space or the actual development of the Trott Brook Trail
Corridor.

Observation:

As the Committee is aware, the City did not proceed with a Masl~er Trail Plan. The purpose of
this case is to introduce the Metro Greenways Program as a potential funding mechanism to
achieve the above goal. Staff has not yet received comment from DNR staff as to their views on
Metro Greenways suitability for a Master Trail Plan. Attached is the Greenways site protection
nomination packet. Deadline for submittal is January 26, 2001.

The Park and Recreation Commission recommended that City Council authorize staff to Submit a
nomination for funding a Master Trail Plan at their December 14, 2000 meeting. The
Commission also recommended that the Trott Brook Corridor could be addressed specifically, if
necessary.

Committee Action:

Motion to recommend' City Council authorize staff to submit a Metro Greenways nomination to
fund a Master Trail Plan emphasizing the Trott Brook Corridor.

Reviewed by:

Parks/Utilities Supervisor
Park & Recreation Commission

FC: 01/09/01

Copies also distributed to:

City Administrator
Community Development Director
Director of Public Works
Finance Officer
