CASE #: 1 <br /> <br /> RECOMMEND PARK DEDICATION FOR SUNFISH LAKE COMMONS <br /> By: Mark Boos, Parks & Utilities Supervisor <br /> <br />Background: <br /> <br />On April 3, 2001, the Planning Commission recommended Sketch Plan approval for a Minor <br />Subd i vision named Sunfish Commons. A~: ached to this case are pertinent details relating to the project. <br /> <br />Observations: <br /> <br />As the Commission is aware, park dedication for commercial property is the greater of 5% of fair market <br />value or $2.00 a square foot. Typically in minor subdivisions the original use remains and the park <br />dedication computation is performed on the new lot created. In this case either the 3.80-acre lot or the <br />1.65-acre lot could be considered "new". As the City becomes involved in more redevelopment, this <br />will be more common. In the above instance, staff would normally average the two lot areas to <br />determine the park dedication. For Sunfish Commons this would equate to a cash dedication of <br />$11,879. However for this case only, staff is recommending that the smaller lot be considered the "new" <br />lot created because the developer is agreeing to construct a bituminous trail parallel to Highway #10 and <br />Higl: ,:ay #169 as well as County Road #57. <br /> <br /> the smaller lot is used, the park dedication would be $7,178 or a difference of $4,700 from the <br />· . 'e~ ..... .ed figure. As indicated, staff is only making this recommendation if both trail segments are <br />cons~,ucted as a stage one improvement. A frontage road easement will be retained on the north side of <br />this property, which would ultimately connect to County Road #56. The developer is recommending <br />that the trail paralleling Highway #10 be along the frontage road rather than the highway. Staff feels <br />that this suggestion is reasonable. Attached for your information is the proposed frontage road <br />alignment.
