CASE #: 1 <br /> <br />RECOMMEND PARK DEDICATION FOR THE WILDLIFE SANCTUARY <br />ADDITION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Immediately following this case is the May Planning Commission Case with attachments <br />detailing this proposed sketch plan. On May 1st, 2001 the Planning Commission <br />recommended the applicant proceed to Preliminary Plat stage consistent with the staff <br />review letter. <br /> <br />Observations: <br /> <br />The Commissions. Park and Trail Plan does not show proposed Park Dedication relating <br />to this Plat. However the plan does show a trail paralleling T.H. 47. Consistent with past <br />practice, the developer would be required to pave that portion of trail on his or her <br />property. <br /> <br />During the time Apple Ridge (later phases are known as River Pines).was being platted, a <br />considerable amount of examination went into how and where those residents would <br />recreate. It was determined that it would be in the City's best interest to focus efforts on <br />the construction of Elmcrest Park with a trail connection to get users there. <br />The Wildlife Sanctuary would seem to be fall under the same consideration for.the <br />provision of municipal recreation and open space. <br /> <br />The Developer is proposing sidewalks and is familiar with the requirements for tree <br />conservation. <br /> <br />If all 37 lots are platted, the cash Park Dedication would be $48,100 and the Trail Fee <br />$12,025. Elmcrest Park is less than one mile away. Staff is recommending that a trail <br />connecting Elmcrest and the Plat be constructed as a Stage One improvement to satisfy <br />the Trail Fee and any Park Dedication monies as may be necessary. This project as <br />proposed would be administrated by the Developer, which would include construction, <br />engineering, permits ect. If the Commission concurs with the suggested motion below, <br />the Commissions official Park Dedication recommendation could be made when the <br />applicant applies for Preliminary Plat approval, which could be as soon as June 2001. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the Developer be required to work with City staff to prepare a <br />draft Development agreement that provides for the connection of Elmcrest Park to the <br />Wildlife Sanctuary with a 8' or 10' foot bituminous trail. <br /> <br />Reviewed by: Copies: <br /> <br />Director of Public Works <br />Community Development Director <br />Principal Planner <br /> <br />Gor-em, LLC <br /> <br />P & R: 05/10/01 <br /> <br /> <br />
