CASE #2

2002 - 2006 PARKS CAPITAL IMPROVEMENTS

Background:

At the August meeting the Commission reviewed the existing five-year Plan for potential
amendments. The discussion included potentially removing part of the proposed Central Park
expansion, and in its place, expediting the construction of the proposed trail-connecting Central
and Elmcrest.

Other suggestions for the five-year Plan were a skateboard area, possibly in one of Central's
hockey rinks. The feasibility of a climbing wall was also discussed.

Observations:

Enclosed with this case are various skateboard configurations and costs. The area required is
about 10,000 square feet. Each hockey rink is 17,000 sq. ft, which would cost approximately
$7,900 to $9,000 to pave. The skateboard estimates vary from $45,000 and up and would need an
additional 15% for installation as well as a freight charge of $1,500 to $2,250. Staff did not
research climbing walls.

For the meeting of September 20th, 2001, staff will have a draft five-year CIP. The trail from
Elmcrest to Central will be added to the plan and the play equipment project for Alpine may be
moved up from 2004.

The Commission is asked to bring the CIP worksheets from Augusts agenda packet to the
meeting and to phone or e-mail projects to be added or reordered for the draft five-year plan as
soon as possible.

Commission action:

Motion to approve a 2002-2006 draft five-year plan for the October Public Hearing (based upon
discussion)

Reviewed by:
Parks/Utilities Supervisor
