We have talked to one of our developers and he would
be interested in developing the site with a new Tom Thumb Store along with other retail
stores.

The developer has one concern at, out developing the property. He would like the site to have
City water and sewer. Tom Thumb would like to know if we could get City water and sewer
like the resident have in the new development across the street?

We understand that the City of Ramsey is studying the possibility of extending City water and
sewer to other sites in the City. Could you please give me a call and we could discuss this
further. I can be reached at 651-480-4009:

Sincerely,
Tom Thumb Food Markets, Inc.

Gui~ Tart
Property Manager
