CASE REQUEST TO REZONE PROPERTY FROM B-1 BUSINESS AND R-3U RESIDENTIAL TO MULTIPLE RESIDENTL&L; CASE OF LORD OF LIFE CHtTRCH By: Principal Planner, Patrick Trudgeon Background: Lord of Life Church has submitted an application to rezone certain property located between Hwy. 47 and CSAH 5 (Nowthen Blvd.) from B-1 Business and R-3U Residential to Multiple Residential. The rezoning would allow the applicant to construct two 47-urdt senior apartment buildings. The following items are enclosed for your information: a) Site Location Map · b) Proposed Sketch Plan of proposed subdivision c) Copy of zoning map of surrounding area d) Site Plan for the northern apartment building e) Narrative of the proposed development submitted by applicant f) Letter from Jim and Laud Hanson regarding proposed rezoning g) Proposed Findings of Fact Notification: Property owners located within 500 feet were notified of the proposed rezoning. requires that the City notify property owners within 350 feet be notified. Observations: State law Lord of Life is requesting to rezone approximately I0.05 acres from B-1 Business and R-3U Residential to Multiple Residential. The rezoning would cover Lot 2, Block 1 of the proposed Lord of Life Sketch Plan. The current Comprehensive Plan (1995) identifies this area for commercial and multi-family residential USes up to 7 units per acre. The March 2001 Draft Comprehensive Plan shows the area of Lot 2, Block 1 as being totally within the High Density Residential area with a net density of up to 15 units per acre. Properties to the north and south of the development property are zoned B-1 Business. Properties to the east and west are zoned R-3U Residential and R-1 Residential. A minor Comprehensive Plan amendment is required since tile March 2001 Draft Comprehensive Plan has not been adopted by City Council. Final approval of the minor comprehensive plan amendment w/Il need Ramsey City Council approval.
