CASE #3 <br /> <br /> RECEIVE SKETCH PLAN FOR THE <br /> VILLAGE OF SUNFISH LAKE <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />The purpose of this case is to provide preliminary Park Dedication recommendations for <br />the proposed 29-acre site south of Sunwood Drive, just east of Sunfish Lake. This <br />project includes a proposed development of 91 single-family lots and 38 association- <br />maintained cottages. <br /> <br />The 129 housing units will be platted as a Planned Unit Development (PUD) due to <br />proposals for reduced lot sizes and street fight of ways. The requirements for a PUD are <br />for a minimum of 20% public open space [or 50% of the area if private open space - for <br />this proposed subdivision, 5.8 acres or 14.54 acres respectfully]. <br /> <br />Attached for your information is the January Planning Commission case pertaining to this- <br />proposed plat. The Planning Commission will have met on January 2nd, 2003. <br /> <br />Observations: <br /> <br />The Developers representative will make a presentation and be available for questions. <br /> <br />The City's Park and Trail Plan does not identify a need for parkland within the plat. The <br />sketch plan proposes preserving open space, which as stated, is a requirement of a PUD. <br />Staff understands that the subdivision's Town Home Association -would maintain these <br />areas. It is not clear to what degree there would be actual public dedication of these <br />areas, however the Developer has agreed to dedicate an easement for the public to use <br />any trails within the plat. <br /> <br />The City owned land at the southwest side of. Sunfish Lake is close to the proposed <br />Village of Sunfish Lake-and should be considered for development at the same time as <br />the plat. [The past years CIP has referred to the site as "Shoreside Park"]. Staff would <br />recommend establishing a project account and directing the anticipated $293,475 in Park <br />and Trail proceeds to construction of a trail from Fox Knoll to Sunwood Drive, and south <br />to 143rd Lane. Trail construction would cost approximately $80,000, leaving the balance <br />to initiate construction within the park itself. <br /> <br />Cash Park Dedication at a 2003 rate would be $232,200 and the Trail fee would be <br />$61,275. <br /> <br />This plat will be brought back for Park Commission recommendations .at .the time that a <br />Preliminary Plat plan has been prepared. <br /> <br />9 <br /> <br /> <br />
