1) Park and Recreation Commission Regular Meeting Minutes dated August 15, 2002. <br /> <br />Motion carded. Voting Yes: Chairperson Cook, Commissioners Ostrum, LaMere, Johns, Olds, <br />Rolfe, and Shryock. Voting No: None. Absent: None. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Shryock, to approve the following <br />Park and Recreation Commission Regular Meeting Minutes: <br /> <br />1) Park and Recreation Commission Regular Meeting Minutes dated October 10, 2002. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Ostruml Shryock, Johns, <br />LaMere, Olds, and Rotfe. Voting No: None. Absent: None. <br /> <br />COMMISSION BUSINESS <br /> <br />Case/ti: Continuation of the Public Hearing on Future use of Traprock Park <br /> <br />Parks/Utilities Supervisor Boos explained in the September/October issue of the Ramsey <br />Resident an invitation was published inviting residents to attend the September 12, 2002 Park <br />Commission meeting on the future use of Traprock COmmons Park. The Traprock subdivision's <br />residents were specifically invited to the November meeting. The residents in the area are also <br />working with the City on tree disease control issues in their neighborhood. <br /> <br />Associate Planner Wald stated she talked to the MN Arab Club and Elk River Saddle Club, <br />Western Saddle Club Association and they stated the horse arena is too small for a show but they <br />would like for their members to use it but they were not sure people would want to. Most of the <br />arena sizes are larger than what is there now. <br /> <br />Commissioner Ostrum asked if any of their members use the arena now. <br /> <br />AssoCiate Planner Wald stated they do not and many did not-know it was even there. <br /> <br />Parks/Utilities Supervisor Boos stated even though the horse arena, is not being used now, it does <br />not preclude the City from providing horse related things there in the future. <br /> <br />Chairperson Cook stated the Commissions earlier consensus was the arena was not adequate or <br />in good condition anymore and should be torn down: <br /> <br />Mr. Roy Shumway stated their committee' s main question was what would they do with this spot <br />because the park is too small for any type of Sports Park. The park is insufficient for any type of <br />horse show but they would like to maintain the arena to train horses and allow kids to ride horses <br />in circles. He stated this park is not adequate for horse shows because there is not any parking <br />but it. is adequate for local residents to use the arena for running their horses. He stated the <br />repairs can be done in the spring and the arena is not in disrepair. He stated when this <br />development in the area was built, there are covenants for every Owner on the property there <br />requiring certain things. He stated the WSBCA is the second largest horse organization in <br /> <br /> Park and Recreation Commission/November 14, 2002 <br /> Page 2 of 9 <br /> <br /> <br />
