Mr. Shumway stated there is not anyone but some of the horse board is close and he .could <br />maintain the ground by dragging it regularly. He stated someone on the horse care board is close <br />enough if something needs to be done. <br /> <br />Commissioner Ostrum asked if there were any concerns'. <br /> <br />Parks/Utilities SuPervisor Boos stated there was agreement the 'building should come down. <br />Mr. Shumway stated a separate ring should be inclUded in arena for a warm up area. <br /> <br />Chairperson Cook asked if the arena was going to be used for training would they need a warm <br />up area. <br /> <br />Mr. Shumway stated they would not need it. He stated if the City could move the trees from the <br />interior of the park to the perimeter of the park, it may be more useable to everyone. This would <br />create a bamer for the neighbors and a windbreak and allow more use of the area; <br /> <br />Chairperson Cook stated it will cost anYWhere from $2,000 to $4,000 to replace anything that is <br />already there and they have a matching fund plan, would they have people, who would be <br />interested in matching the funds. · <br /> <br />Mr. Shumway stated they would not, but they work for an Organization that is charitable and <br />over the last fifteen years the Minnesota Horse Committee has contributed to anyone involved <br />with the horse committee and they have matching grants so the City should apply for one to see if <br />the Horse Committee would agree to build the arena. <br /> <br />Mr. Fredericks stated they should know if there is any interest in this. <br /> <br />Chairperson Cook asked if there is interest to have the next generation come up and get <br />something going in the City that gets kids involved. He stated the City would like to see some <br />people interested in this before a new arena would be built because he does not have a problem <br />with doing this but does not want the arena to sit there unused. <br /> <br />Parks/Utilities Supervisor Boos summarized that he is hearing that the Commission Will declare <br />the building be disposed of and over the course of the next month, the Commission go to <br />· Traprock Park and see what needs to be replaced and also secure the entrance. · <br /> <br />Mr. Shumway asked if the Commission would check into moving the trees to the perimeter. <br />Parks/Utilities Supervisor Boos stated the trees are mature and too-large :for moving so they <br />would need to plant new trees along the border. <br /> <br />Motion by Commissioner Johns, seconded by Commissioner Shryock to declare the building that <br />is there as surplus property and to dispose of it and assess the current arena for replacement or <br /> <br />Park and Recreation Commission/November 14, 2002 <br /> Page 5 of 9 <br /> <br /> <br />
