Case #3: Recommend Park Dedication for Wildlife Sanctuary 3rd <br /> <br />Parks/Utilities Supervisor Boos explained the purpose of this case is to recommend Park <br />Dedication for the proposed 46 unit subdivision entitled Wildlife. Sanctuary 3rd Addition. This <br />plat is now at the preliminary plat stage. The Developer has been asked to prepare for the <br />meeting, a composite of all that is currently proposed or approved relating to development North <br />of Alpine Drive and in between T.H.#47 and Co. Rd. #5. Earlier this year when reviewing all the <br />development in this area, the Commission discussed' the need to identify open space siting in the <br />vicinity for the future. While the Commission recognized the Municipal Center property as <br />potentially meeting that need it was also acknowledged 'that each subdivision that comes in for <br />review, cannot be judged as an isolated project. . <br /> <br />Parks/Utilities Supervisor Boos stated the sub-division is forty-six lots west of the townhome <br />project approved earlier and almost directly across from the City Hall campus. He stated the <br />Park Commission had noted that there are a lot.of hoUses in the area and the discussion had been <br />that with all the homes in the area, they need some open space element in the future. The <br />developer will be required to build a trail On Alpine..Dfive and_this would, not' be credit eligible. <br />He stated it is anticipated a sanitary sewer 'trunk line will need to be constructed north of the area <br />into the wetland area and there will be a manhole at the edge of the wetland. He stated they will <br />need access to the manhole for maintenance so they will maintain this corridor differently than <br />other corridors and could connect to a larger trail that goes from the west of the Project to County <br />Road 5. He stated the developer has agreed to dedicate this as part of the wetlands so it could <br />function as a trail connection with the small area of high ground to the north. <br /> <br />Commissioner Olds asked with the trail development along Alpine Drive, would the trail <br />continue along the properties that will be staying. <br /> <br />Parks/Utilities Supervisor Boos stated this area is being platted and would need the trail to be <br />there but he has not asked that question. <br /> <br />Chairperson Cook stated the outlot is there because if the people do decide to sell, the cul-de-sac <br />could be extended and more housing could be put in there, <br /> <br />Motion by Commissioner Ostmm, seconded by Commissioner Johns to. recommend Park <br />Dedication consist of a cash payment as well as trail fees with exception of any trail construction <br />from the cul-de-sac north down to service the manhole area and that a sidewalk be. required on <br />the cul-de-sac. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Ostrum, Johns, LaMere, Olds, <br />Rolfe, and Shryock. Voting No: None. Absent: None. <br /> <br />Case #4: Recommend Park Dedication for Sandy Acres <br /> <br />Parks/Utilities Supervisor Boos stated the purpose of this case is to recommendPark Dedication <br />and Trail Fees for a proposed lot east of Co. Rd. 56 and south of 153r't Avenue. He noted the Site <br />location map and the sketch plan as part of the Planning Commissions case.
