Item 22 Mitigation Element. There are no specific air quality mitigation measures <br />proposed for the Ramsey Town Center Development., because implementation of the <br />project does not result in violation of State or National Ah- Quality Standards. Carbon <br />mono~de concentrations were modeled along the Highway 10 corridor assuming no road <br />improvements in the project vicinity. The road improvements discussed in Section 21 <br />would help to reduce carbon monoxide emissions, although they are not required as a <br />result oft. he air quality analysis. <br /> <br />Item 23 not required in AUAR <br /> <br />Item 24 Mitigation Element. Noise wall mitigation would not be practical along <br />Industry Avenue; Driveways and street intersections wot~td create .gaps in the wall, <br />defeating its purpose.' It is suggekted that the proposed residential units in BlocLs 28, 3.6, <br />37, and 38 be desi,ened to minimize noise impacts. The noise around the homes and <br />surrounding areas can be reduced by providing climate-controlled units, increasing wall <br />insulation, and providing common areas on the side of the buildings furthest from <br />Industry Avenue. <br /> <br />Item 25 Miti~ntion Element. Unidentified Resources. Various circumstances may lead <br />to the discovery ofun/dentified historic or archeological resources within the project <br />boundaries. When any such new discovery is brought to the attention of the developer or <br />the Cky, an evaluation of the significance will be conducted and appropr/ate management <br />measures will be devised in consultation with SI-IPO. <br /> <br />Discovery 'does not mean that all work must stop. However, depending on the nature of <br />the .culrura[ resource and the activity's apparent effects on it, the developer and City will <br />make reasonable efforts to avoid or minimize harm to the resource until it has been <br />processed. Following are the procedures that will be followed when a discovery of what <br />appears to be a cultural resource (historic or archaeological art/facts) has been made: <br /> <br />(a) Contact the supervisor in charge Lmmediatety. If human remains are <br />discovered, also refer to-the below section, Unmarked f-fuman Burial Sites. <br /> <br />Co) The supervisor will contact SI--IPO immediately (651-296-6126). The <br />supervisor will arrange for the site or the relevant portion of the site to be secured <br />against further disturbance until a professional assessment of the potential ~inding <br />can be made. '-'. <br /> <br />(c) The contractor, lessee or employees will consult with SH?O to safeguard the <br />resource and note its location, depth, etc. for future report, and to determine what <br />type of investigation (if any) or mitigation is appropriate for the circumstances. <br /> <br />Unmarked Pfuman £urial Sites.
