Case #2: Recommendation of Park Dedication for Town Center Gardens <br /> <br />Parks/Utilities Supervisor Boos presented his report, explaining the layout of the plat, formerly <br />known as Brightkeys Development, and indicating there will be a number of townhomes. He <br />advised the developer has been told he will be expected to construct a trail. <br /> <br />Motion by Commissioner Olds, seconded by Commissioner Ostrum to recommend a trail be <br />installed along Highway 116, with a cash donation for the remaining park dedication <br />requirement. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Ostrum, LaMere, and <br />Shryock. Voting No: None. Absent: Commissioners Lehman and Rolfe. <br /> <br />Case #3: Recommendation of Park Dedication for Alpine Acres 2na Addition <br /> <br />Parks/Utilities Supervisor Boos presented his report, indicating the Park and Recreation <br />Commission has already made a recommendation on this case, but because of some changes <br />from the City Council at preliminary plat, they are being asked to ratify their decision to request a <br />cash donation in lieu of land. <br /> <br />Motion by Commissioner LaMere, seconded by Commissioner S hryock to recommend a c ash <br />donation be accepte~l in lieu of land for the park dedication requirements for Alpine Acres 2nd <br />Addition. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners LaMere, Shryock, Olds, and <br />Ostrum. Voting No: None. Absent: Commissioners Lehman and Rolfe. <br /> <br />Case #4: Emerald Pond Park Trail Overlay and Trail <br /> <br />Parks/Utilities Supervisor Boos explained the City has not formalized a policy on resurfacing and <br />trail overlay scheduling. He advised that the trails in Emerald Pond Park were constructed in <br />1992, and are fairly exposed. He indicated a one-inch overlay is required. He stated they <br />requested bids on an overlay and shouldering, explaining the difference in the two procedures. <br />He advised that he would like to get the city trails integrated in the street repair schedule to <br />leverage costs, but for now this needs to be done. He indicated the shouldering came in at $2000, <br />and the overlay, which is needed in this case, at $4600 to cover all of the trails in Emerald Park. <br />He stated his recommendation, which the Park and Recreation Commission would need to <br />approve, is to pay for the overlay using 50% trail fees and 50% from the operating budget. He <br />noted they have collected quite a few fees recently and there is money to be able to cover this. <br />He explained this would accomplish two things; getting the project done, which is a necessity, <br />without setting a precedent on using only trail fees to maintain the existing trails. <br /> <br />The consensus of the Commission was that they would prefer not to use so much in trail fees if <br />possible. <br /> <br />Park and Recreation Commission/June 25, 2003 <br /> Page 3 of 4 <br /> <br /> <br />
