The sketch plan <br />consists of 1 sheet 15'repared by Hakanson Anderson Associates, dated April 24, 2003. We offer <br />the following comments: <br /> <br />General: The proposed plat consists of Lot 1, Block 6, Peltzer Addition, and Outlot A, <br />Regency Pond, an area approximately 1.6 acres in size. Lot 1, Block 6, Peltzer Addition, is <br />generally known as 14910 Garnet Street N.W., with access on Garnet Street. However, in <br />combination with Outlot A of .Regency Pond, the property will also be adjacent to and have <br />direct access to 149th Lane N.W. The sketch plan proposes to subdivide the rural lot into 4 <br />urban lots that will access 149th Lane. <br /> <br />2. Zoning: The property is located within the Metropolitan Urban Service Area (MUSA) <br /> boundary and is aurrently zoned R-t Residential. <br /> <br />Density: The Comprehensive Plan designates this area for low density single family <br />residential development and low density has been established at 3 units per acre. The gross <br />density is approximately 2.5 units per acre. The net density (exclusive of wetlands) should be <br />verified at the time of final plat review. <br /> <br />Access and Streets: The plat will gain access from 149th Lane N.W., an existing dead-end <br />street that significantly exceeds the 600 foot length restriction. This is not a desirable <br />situation, especially with potential for development of three new residences on the north side <br />of this street. Staff is recommending l_hat plat approval be contingent upon the final plat <br />preserving any road right-of-way, lying within the boundaries of the Plat, determined by the <br />City to be necessary to consider connecting 149th with Garnet at some point in the future. It <br />is apparent that the future connection of 149th and Garnet will require the cooperation of <br />Minnesota Pollution Control Agency, owners of Lot 2 Block 6, Peltzer Addition. <br /> <br /> <br />
