15153 Nowthen Boulevarcl NW, Ramsey, Minnesota 55303
City Hall: (763) 427-1410 · Fax: (763) 427-5543
www.ci.ramsey, mn.us

July 3, 2003

Mike LeBlanc
7560 149th Avenue N.W.
Ramsey, IVi:N 55303

Re: Sketch Plan Review: Duck Ridge

Dear Mr. LeBlanc:

We are in receipt of your sketch plan to replat Lot 1, Block 6, Peltzer Addition into 4 urban
single family lots: 1 existing homestead and 3 new lots for deuelopment. The sketch plan
consists of 1 sheet 15'repared by Hakanson Anderson Associates, dated April 24, 2003. We offer
the following comments:

General: The proposed plat consists of Lot 1, Block 6, Peltzer Addition, and Outlot A,
Regency Pond, an area approximately 1.6 acres in size. Lot 1, Block 6, Peltzer Addition, is
generally known as 14910 Garnet Street N.W., with access on Garnet Street. However, in
combination with Outlot A of .Regency Pond, the property will also be adjacent to and have
direct access to 149th Lane N.W. The sketch plan proposes to subdivide the rural lot into 4
urban lots that will access 149th Lane.

2. Zoning: The property is located within the Metropolitan Urban Service Area (MUSA)
boundary and is aurrently zoned R-t Residential.

Density: The Comprehensive Plan designates this area for low density single family
residential development and low density has been established at 3 units per acre. The gross
density is approximately 2.5 units per acre. The net density (exclusive of wetlands) should be
verified at the time of final plat review.

Access and Streets: The plat will gain access from 149th Lane N.W., an existing dead-end
street that significantly exceeds the 600 foot length restriction. This is not a desirable
situation, especially with potential for development of three new residences on the north side
of this street. Staff is recommending l_hat plat approval be contingent upon the final plat
preserving any road right-of-way, lying within the boundaries of the Plat, determined by the
City to be necessary to consider connecting 149th with Garnet at some point in the future. It
is apparent that the future connection of 149th and Garnet will require the cooperation of
Minnesota Pollution Control Agency, owners of Lot 2 Block 6, Peltzer Addition.
