Rflmsev Town Center <br />Summary- Meetin~ with Parks and Recreation Commission <br /> <br /> June 25. 2003 <br />Town Center Pttrk Program <br /> <br />General comments on the Parks and Open Space Concept Plan <br /> <br /> · Commission generally likes images and character clescriptions of each component. <br /> <br /> · Consider tile proximity of other regional and local recreational facilities ~vhen <br /> determining the program for RTC's parks. (For example, Elk Rivet' is building a $351< <br /> skate park; can a skate park in RTC compete?) <br /> <br /> · Questions/concerns about who svill pay for parks development and maintenance. <br /> <br /> · Park elements should be accessible throughout tile system. <br /> <br /> · Since the City ah'eady has a park called Central Park, a new name must be found for <br /> Ramsey Town Center's Central Park. (Note: For clarity's sake, the central green <br /> space will temporarily be called "Town Center Park".) <br /> · Concern that, xvithout knowing general costs, thc Commission cannot set general <br /> priorities & develop general program <br /> <br />Sport and Skate Park: <br /> o Commission would like to include Street [tockey space <br /> · No water in the skateboard areas (suggestion from board member's skator son) <br /> Duplication of services? <br /> o Anoka has a basic skate park <br /> o Elk River putting in a $35.000 skate park <br /> - "Youth First" is beginning a skateboard competitiu, n in the area <br /> - Putting green - tastefid mini golf(Ma Centennial Lakes) - good teen draw. <br /> * Climbing wall <br />Downtown Commons: <br /> - More I~ormal use space? <br /> - Space fbr company picnics, etc.? <br /> Commission members want to insure that the Winter Garden is always accessible to <br /> the public, even if it is rented out to private parties For conventions or receptions. <br /> ~ Perhaps where th~ skating area makes more sense- nearer to Downtown Area <br /> <br />Town Center Park <br />Program Issues: <br /> · Trail/road crossings- at grade? Underpasses (saFety/flooding issues)? Or BOTH? <br /> · X-C ski loop. X-C skiing may require underpasses- cannot cross plowed roads. <br /> · Run / bike competition loop opportunities (xvould include park~vays) <br /> · No ballfields or courts necessary (except maybe a sand volleyball court related to <br /> swimming <br /> Shelters, picnic tables. A pavilion with cooking facilities (outlets, hot plates) for company <br /> picnics ~ Rum River Central in Anoka is example. Anticipate needs of incoming <br /> businesses also- lunchthne uses of parkland <br /> · Annual events areas? <br /> · Town Center Park should have passive recreation; be a strolling park <br /> <br />/8 <br /> <br /> <br />
