property is currently zoned commercial and the Comprehensive Plan Future Land Use Map <br />identifies this area for development with low-density residential uses. The property owners are <br />opposed to the proposed rezoning to single family residential. They have submitted letters to the <br />Planning Commission and City Council requesting an amendment to the Comprehensive Plan to <br />retain the commercial land use designation on the Future Land Use Map. <br /> <br />City Administrator Norman noted that there is no one living on the parcel and changing the land <br />use designation to low density residential is consistent with the surrounding property. For those <br />reasons staff was not in agreement with the landowner's request to retain the commercial land <br />use designation. <br /> <br />Councilmember Pearson inquired as to why the property owners would like to see the land use <br />designation stay as commercial. <br /> <br />Winslow Holasek, Andover Boulevard, Andover, explained that the land has a considerable <br />amount of depth and there is a lot of commercial development in the area. They feel that a very <br />nice commercial business would fit well on the property. <br /> <br />Councilmember Pearson inquired as to why Mr. Holasek did not feel that residential would be a <br />better fit for the area. <br /> <br />Mr. Holasek replied that he felt that commercial would fit into the area just as well as residential. <br /> <br />Councilmember Cook inquired if Mr. Holasek and Mr. Hamilton owned the property as <br />speculative real estate. <br /> <br />Mr. Holasek replied no. He explained that they have owned the property for several years. <br /> <br />Councilmember Cook inquired if it was their intention to sell the land for development. <br /> <br />Mr. Holasek replied that they would do so eventually. <br /> <br />Councilmember Elvig stated that he could envision some large lots on the river for single-family <br />homes, but has a real difficult time with placing a commercial business along the river. He <br />suggested the possibility of leaving a small area along the roadway for some commercial type of <br />business since the property is so deep. <br /> <br />Councilmember Zimmerman inquired as to the depth of the property on the eastern side. <br /> <br />Ed Hamilton, 6610 Highway #10, Ramsey, explained that it is about 400 feet. <br /> <br />Councilmember Zimmerman suggested the possibility of constructing a road on the property to <br />split the property allowing for single family residential along the river and commercial <br />development towards the road. <br /> <br />City Council Work Session/June 10, 2003 <br /> Page 3 of 8 <br /> <br /> <br />
