Councihnember Kurak inquired as to how the feasibility study requested by property owners to <br />extend City services to the Trott Brook fit in with this study. <br /> <br />Principal Planner Trudgeon replied that he had not given any thought on how the two studies <br />could be connected. <br /> <br />Councilmember Cook stated that it seems that proceeding with the study would help the City <br />make decisions for future planning so they don't have to redevelop an area when City services <br />are extended. <br /> <br />Councilmember Kurak inquired if the $30,000 grant would get the City to a point where they <br />need to understand what they need to do for the future to extend services to the Central Rural <br />Reserve Area or will additional funding be needed. <br /> <br />Principal Planner Trudgeon explained that in the future there will probably be a need to study <br />areas outside the Central Rural Reserve Area. <br /> <br />Principal City Engineer Olson noted that a good portion of the Central Rural Reserve area would <br />be serviced by the trunk extension being requested by property owners and staff did not realize <br />that as a connection with the feasibility study until Councilmember Kurak mentioned it. Staff <br />will look into that situation further. <br /> <br />Councilmember Zimmerman stated that he questions if the community wants City services to be <br />extended. <br /> <br />Councilmember Strommen inquired if it was appropriate for the study to be done at this time and <br />if they do complete the study now are there things that might change that the City will have to <br />update in the future. <br /> <br />Principal Planner Trudgeon replied that the timing is somewhat appropriate because currently the <br />land is under the 4 in 40 requirement and they don't know that that is a good long term solution <br />and with the Town Center development and other developing pressures it would be beneficial to <br />know how the are might be developed in the future. <br /> <br />Councihnember Cook stated that the City is trying to look into the future rather than repair the <br />past. <br /> <br />Councilmember Strommen inquired if there were other options for the grant the City could <br />consider. <br /> <br />Principal Planner Trudgeon explained that staff thought using the grant to study the Central Rural <br />Reserve Area would be a good use because the Comprehensive Plan requires that the study take <br />place and it is an issue a lot of communities are facing. <br /> <br />City Council/May 27, 2003 <br />Page 11 of 18 <br /> <br /> <br />
