Voting No: CouncilmemberZimmerman. <br /> <br />Case #9: Review Draft Housing Maintenance and Licensing Code <br /> <br />Community Development Intern Geisler stated that in 2002, the City Council directed staff to <br />review and update City Code as it relates to the maintenance of all housing in the City of <br />Ramsey, as well as the licensing of rental housing. The Ramsey Housing Committee has <br />reviewed the draft code and forwarded it to the City Council for its review. Staff has drawn up a <br />draft Housing Maintenance ordinance and Rental Housing Licensing ordinance. The Building <br />Department has reviewed the code and found it to be comprehensive and enforceable. The draft <br />also includes an update to the Licensing section of the Code to address licensing of rental <br />housing in the City. The draft ordinance is drawn largely from related code adopted by the City <br />of Coon Rapids, which was found to be very comprehensive. <br /> <br />Councilmember Kurak inquired as to how staff will identify single-family homes being used as <br />rental properties within the City and what is the license fee going to be. <br /> <br />Community Development Intern Geisler replied that the fee has not yet been determined. <br /> <br />Principal Planner Trudgeon stated that staff will have to provide notice that if someone is a <br />landowner of a rental property they will need to comply with the ordinance. <br /> <br />Community Development Intern Geisler noted that Anoka County provides homestead status <br />each year, which the City could use as well. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Joint Meeting <br /> <br />Mayor Gamec noted that there will be a joint meeting with the Ramsey City Council, Planning <br />Commission, and Town Center Task Force on June 3, 2003 at 5:30 p.m. <br /> <br />2) River Bridge Crossing <br /> <br />Mayor Gamec stated that he attended a meeting in regards to the river bridge crossing where <br />comments were received from the City of Dayton as to why the bridge should not be located in <br />the proposed location.
