CASE <br /> <br />AWARD BID FOR BOARDWALK CONSTRUCTION FOR LAKE ITASCA TRAIL <br />AND FOX PARK <br /> By: Beth Malaby, Community Development Intern <br /> <br />Background: <br /> <br />Included in the approved Lake Itasca Trail budget is the construction of a boardwalk to complete <br />the trail connecting to Autumn Heights Park and cause the linkage between three park districts. <br />[Lake Itasca, Ermine and Autumn Heights Districts]. Boardwalk construction has also been <br />proposed in the Fox Park plan which was presented for approval in a previous case. <br /> <br />The impacted neighborhoods have had significant input into these boardwalk projects. We have <br />worked closely with the Northfork developers and with representatives of the Homeowners <br />Association, and have surveyed the neighborhood to the east of the project regarding park <br />developments in the Itasca area. Likewise, the Fox Park neighborhood has been extensively <br />contacted and involved in the process. <br /> <br />Request for Bids for construction of the two boardwalks were sent to contractors on April 17, <br />1995. The bid specifications included both 4' and 8' wide boardwalk segments. (One contractor <br />also included a 6' wide option.) Bids were opened on Tuesday, May 9, 1995. Two proposals <br />were received; from Value Recreation and Flanagan Sales. Flanagan Sales is the apparent low <br />bidder as indicated on the attached bid comparison. The Park Commission reviewed these bids on <br />Thursday, May 11, 1995, and recommended awarding the contract for the construction of the <br />boardwalks to Flanagan Sales. <br /> <br />Observations: <br /> <br />It is clear that Flanagan Sales is the lower bidder. While Value Recreation claims a much longer <br />lifespan for their product (40 years vs. 20 years), they do not warrant their product for five years, <br />as Flanagan Sales does. Flanagan Sales also offers free inspection of the project for the first two <br />years. <br /> <br />Lake Itasca Trail <br /> <br />The budget report as of March 31, 1995, for the Lake Itasca Trail is attached. The ledger indicates <br />$103,845 available for completion of this project, which includes additional bituminous sections <br />and the proposed boardwalk. The bituminous segments of the trail, comprising approximately <br />1900 linear feet, will require approximately $12,000 of the available funds (as per quotes received <br />by staff in October 1994). The remaining $91,445 would be available for the boardwalk and other <br />costs associated with the completion of the trail. As the attached price comparison indicates, <br />$85,561 of this amount would be required to construct the 8' wide option for the 1300' wetland <br />crossing (per the Flanagan Sales bid). The remaining dollars will be available for other costs and <br />as a contingency. <br /> <br />Fox Park <br /> <br />Included in the Fox Park Budget, presented in the previous case, is approximately $21,000 for the <br />construction of the boardwalk during 1995. It is estimated that, based on measures obtained from <br />an aerial map, the cost to install the boardwalk would be around $20,234. <br /> <br /> <br />
