CASE

AMEND ENGINEERING CONTRACTS
FOR EXPANDED SCOPE OF SERVICES
By: Steve Jankowski, City Engineer

Background:

On October 12, 1993, the City accepted a proposal from Hakanson-Anderson, Inc., for
engineering services for the design of Sunwood Drive, Project g94-16. On September 26, 1994,
the City accepted a proposal from Hakanson-Anderson, Inc., for engineering services for the
design of sewer and water extensions to service Anoka Electric Cooperative's new facilities,
Project g94-20. Basic engineering services for both of these projects were awarded on the basis of
a not-to-exceed maximum cost. Since the time of award the scope of both of these projects has
expanded, warranting a modification of the existing not-to-exceed maximum. In the case of the
Sunwood Drive project, the final design now requires the installation of a 100-foot long bridge
over Wetland 114P. In the case of the Anoka Electric Cooperative project, the recent development
of the Jim Deal commercial subdivision along T.H. #10 required the extension of sewer and water
services. Hakanson-Anderson was the logical choice to perform the design work on this project
since the sanitary sewer would be a natural extension of the Anoka Electric Cooperative trunk
sewer planned for the north side of the railroad tracks. In addition, this firm was performing the
site work for the Jim Deal development. Attached are letters from Mr. Pete Raatikka outlining the
proposed increases in the not-to-exceed contract price. These costs appear reasonable. I have
asked Mr. Raatikka to be available to discuss these proposals.

Additional funding for the work on Project g94-16 will be available from the City's MSA
construction fund allocation. Additional funds for Project g94-20 will be generated from monies
contributed by developers as specified in the development agreement and from the City's sewer
and water trunk funds.

Recommendation:

Staff recommends amendment of existing agreements with Hakanson-Anderson to increase the
not-to-exceed cost on both of these projects in accordance with these June 22, 1995 proposals.

Council Action:

Recommend to City Council amendment of existing agreement to modify the Engineering
Contracts for Project g94-16 and g94-20.

Reviewed by:

City Administrator
Finance Officer

CC:6/27/95
