CASE #

EASEMENT ACQUISITION
By: Steve Jankowski, City Engineer

Background:

The feasibility study for this project anticipated extending the sanitary sewer from the rear
of the Brooks property along the northern right-of-way of County Road gl 16 and then
jacking under T.H. #47.

The consulting engineer has analyzed several alternatives to this route and has
recommended that a better route would be to extend the sanitary sewer from Xkimo Street
westward along the northern boundary of the Blue Velvet Car Wash to T.H. #47 and then
jacking across the highway. One advantage of this route is that it avoids construction in the
extremely congested right-of-way along C.R. #116. Another advantage is that it allows the
sanitary sewer servicing the River 47 Plaza plat to be deeper. Some sections would need to
be insulated to achieve a 7.5 foot frost cover depth with the original alignment.

I have discussed obtaining a 20-foot permanent utility easement with the owners of the
Blue Velvet Car Wash and they are agreeable to granting the easement for compensation of
$1.00 per square foot. This would equate to a cost of $5,500. Staff believes this to be a
reasonable cost for the easement.

Recommendation:

Staff recommends approval of the easement acquisition from the car wash at a price of $1
per square foot.

Committee Action:

Motion to recommend Council authorization to acquire utility easement from the car wash at
$1 per square foot.

7

Reviewed by:

City Engineer
City Administrator
Finance Officer

FC: 08/22/95

/jmt
