Some of the rates not listed above will be addressed later in the fall. These changes are driven by
outside agencies such as the MWCC and by the use of factors not yet available. It should be noted that
while most of the rate changes proposed are not included in the actual 1996 proposed budget documents,
those recommended for the Water and Sewer Funds are included in the 1996 numbers and the budgets as
presented earlier rely on those proposed rate increases.

We have also made some adjustments as it pertains the monies collected and the manner of collection
for park dedication fees. We have removed any formal designation on commercial and industrial
properties as it pertains to rural or urban and have modified the rates based on the going rate for urban
land. The reasons being that reduced costs for rural land basically encourages "too early" development
of properties in the rural areas.

Staff Recommendation:

Amend as appropriate and either approve or provide direction to staff.

Committee Action:

Motion to recommend that Council approve the 1996 Schedule of Rates, Fees and Charges by adoption
of the attached resolution.

Reviewed By:

Copies also distributed to:

City Administrator
Finance Officer

Department Heads and Supervisors

FC: 10/24/95
