POLICY FOR RESPONSE TO STORM WATER FLOODING <br /> <br />Preamble <br /> <br />From time to time, certain areas within the City of Ramsey may be subject to flooding due to <br />unusual precipitation or snow melt conditions or inadequacies in the storm drainage system. The <br />purpose of this policy is to identify City and property owner responsibilities and the City's <br />response to various flooding situations. <br /> <br />Policy <br /> <br />It should be the City's policy to require all new subdivisions to provide for the drainage, from all <br />lots, through installation of storm sewer infrastructure and grading in accordance with an approved <br />grading plan. Drainage easements shall be required over critical areas to maintain the drainage <br />plan. <br /> <br />It shall be the responsibility of each property owner to construct each structure at an elevation <br />prescribed in the approved subdivision development plan, or where no such plan exists, at an <br />elevation which shall provide adequate drainage from the lowest grade elevation of the structure to <br />a natural watercourse, wetland, drainage easement, storm sewer or roadside ditch. <br /> <br />It shall be the primary purpose of the roadside ditch to provide drainage for the roadway. Drainage <br />of yards and structures to the ditch shall be the responsibility of the property owner. <br /> <br />It shall be the responsibility of each property owner to provide a culvert a minimum of 15 inches in <br />size for each driveway which crosses a roadway ditch section. It shall be the responsibility of the <br />property owner to maintain the full capacity of the culvert. <br /> <br />It shall be the responsibility of the property owner to locate septic drain fields in areas which will <br />not be subject to flooding. <br /> <br />In areas of the City where no provision has been made for the discharge of storm water which runs <br />off of the City right-of-way, the City shall consider a capital improvement project to alleviate the <br />flooding potential. The cost of such a project may be borne by assessments to the drainage district, <br />the benefitted properties, or a combination of both. If no such project is ordered by the City or, in <br />the interim of the project being constructed, the City shall respond to flooding through emergency <br />pumping by the City's Public Works Department in cases where property damage is eminent. It <br />shall be the responsibility of the property owner to inform the City of eminent flooding. The City <br />shall make its best efforts to respond around the clock and shall employ the use of outside <br />contractors but will not insure the property owner against flooding damage. <br /> <br />In the event the property owner has not completed the responsibilities as set forth in this policy, the <br />property owner shall be responsible for arranging and paying for any emergency pumping <br />necessary to prevent property damage. <br /> <br /> <br />
