TRANSPORTATION IMPACT FEES <br />By: Steve Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />As new developments occur within the City, an increase in traffic can be anticipated on <br />arterial and collector streets, some of ~which are currently at a less than desirable level of <br />service. For example, T.H. #47 has been identified as one such area of concern, and our <br />recent MUSA expansion includes area which is likely to contribute traffic to this arterial. <br /> <br />In the past, development agreements have required specific improvement along major <br />roadways to be installed by the developer. For example, the additional turn lanes required <br />by the State on T.H. #47 at <br />Lane for access into Willow Ridge will be financed by the Willow Ridge development. <br />However, the developer aptly pointed out that these improvements would also provide <br />benefit to the properties associated with the Sunny Ponds and Ramsey Meadows additions <br />which may also use this access point onto T.H. #47. <br /> <br />At a recent Council workshop, it was suggested than an impact fee be contributed into a <br />fund which would finance improvements over and above those required for the individual <br />subdivision. The impact fee system could function similar to the existing sewer and water <br />trunk funds. Staff is supportive of this concept. There would need to be some <br />consideration and direction by Council on the following issues: <br /> a) the amount of the impact fee <br /> b) the relative unit charge to units other than single family units <br /> c) the vehicle for establishing such a charge (by ordinance or merely a <br /> declaration of policy) <br /> <br />One of our interns is surveying other communities to ascertain their experience with the use <br />of impact fees and we will have that report ready for your review this evening. <br /> <br />Committee Action: <br /> <br />Motion to recommend to Council that a policy or ordinance be formulated for further <br />consideration. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Administrator <br />Finance Officer <br /> <br />RB: 04/25/95 <br /> <br />/jmt <br /> <br /> <br />
