Summary of Alternative Costs <br /> <br />Total Project <br />Cost <br /> <br />Original Estimate <br /> (from preliminary engineer's report) <br /> <br />$694,632 <br /> <br />New double curve alignment <br /> <br />725,881 <br /> <br />Armstrong Boulevard alternative w/2 <br />controlled intersections <br /> <br />952,680 <br /> <br />Armstrong Boulevard alternative w/o <br />controlled intersections <br /> <br />702,680 <br /> <br />At this point, we need to direct the consultants toward completing their primary task of preparing <br />biddable plans and specifications for construction of this road. We also have a request from the <br />engineer for $4,476.76 which he has identified as costs associated with the additional work <br />associated with evaluating these additional alternatives. This addition would increase the not-to- <br />exceed project cost from $50,116 to $54,592.75. To date, $15,811.12 has been billed on the <br />original scope of work. <br /> <br />Recommendation: <br /> <br />The double S configuration most closely conforms to the original desired alignment for this <br />collector street connection. The decrease in the design speed on the curve closest to Armstrong <br />Boulevard is an acceptable accommodation for avoiding impact to the wetland since, in the near <br />term, this approach is going to be associated with a stop condition at Armstrong Boulevard. <br />Ultimately, it can be anticipated there will be a signalized intersection at 153rd and Armstrong. <br />However, the impact of the 30 mile per hour curve would only be significant when 153/155 traffic <br />would approach on a green ball. At such time in the future, it is likely that the speed limits on <br />153rd to the west of Armstrong would likely be slower because of increased traffic and <br />development. It is my recommendation that the consultants be directed to proceed with final plans <br />and specs on this alternative. I also recommend approval of the additional cost for evaluation of <br />the additional traffic options. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council authorize Staff to direct consultants to proceed with f'mal plans <br />ands specifications of the following: the double S configuration, with a decrease in speed on the <br />curve closest to Armstrong. <br /> <br />- and - <br /> <br />Motion to recommend that Council authorize approval of the additional cost for evaluation of the <br />additional traffic options. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Adminisu'ator <br />Finance Officer <br /> <br />RB: 04/11/95 <br /> <br /> <br />
