conjunction with MSA policy], in which case it shall receive one full share when the <br />residential street receives the improvements. This has been the policy during the last four <br />programs. <br /> <br />MSA Roadways. At the December 13, 1994 meeting, one Councilmember expressed <br />opposition for assessing MSA roadways; citing the fact that the City receives State Aid <br />funds for these roadways which should finance this maintenance. Currently, the City <br />receives a total of $454,000 from the State toward the maintenance and construction of its <br />designated State Aid system. The City transfers $80,000 of this total into its general fund. <br />This then leaves the remainder of the allocation to address the estimated $10,730,000 of <br />construction needed to bring our designated MSA system up to standard. Clearly utilizing <br />more MSA funds is a possibility for funding maintenance on MSA roads; however, this <br />will reduce the availability of dollars to construct new roadways and to bring existing <br />roadways up to standard, which will take almost 30 years at the present funding scenario. <br /> <br />It should also be pointed out that MSA streets include many that are not generally viewed as <br />collector or thoroughfare streets but rather are viewed as a part of the subdivision. <br />Examples of such streets include the following: <br /> <br />2. <br />3. <br />4. <br /> <br />Juniper Woods Drive through Reilly Estates <br />156th Lane through Woodland Green <br />Riverdale Drive through Alpaca Estates <br />Sunwood Drive through Wood Pond Hills and Sunny Ponds <br /> <br />If assessments on MSA roadways are to be discontinued, it should be decided whether this <br />policy should apply to specific MSA roadways or all roadways. <br /> <br />Properties having frontage on an MSA street segment listed above, [list to be developed in <br />conjunction with MSA policy] which receives an improvement, shall be assessed the- <br />average assessment levied on other property owners receiving a similar improvement <br />during that year's Street Maintenance Program. <br /> <br />In the case of comer or double frontage lots, no assessment will be collected if the property <br />has another frontage on which the City would have the ability to levy an assessment. <br /> <br />This is the current policy. <br /> <br />Properties having frontage on an MSA street segment listed above, [list to be developed in <br />conjunction with MSA policy] which receives an improvement shall not receive an <br />assessment for that improvement. <br /> <br />Basis of Assessment - Unit or Front Footage. As is evident from the attached survey, both <br />are acceptable methods of assessing for street improvements. The unit method is, <br />however, significantly easier to implement. Our annual Street Maintenance Program <br />typically assesses approximately 500 properties. A front footage method of assessment <br />would result in a separate calculation and assessment determination for each property. <br />Many of our roadways are curvilinear making frontage calculation somewhat complex. In <br />some cases such as metes and bounds subdivisions, exact distances are not available and <br />would need to be scaled. The numerous cul-de-sacs in the city would seem to require that a <br />minimum assessable footage be established, and the method for dealing with comer lots <br /> <br /> <br />
