Jeff Houle, Miller Architects and Builders, stated they are awaiting a recommendation from the <br />County regarding access to the site, and they are willing to work with the City on the drainage <br />plan. He advised that they do have space available for another 10 parking stalls along the drive by <br />the loading docks, and he noted that the building has been moved to stay away from the wetland <br />issue. <br /> <br />City Engineer ]ankowski reported that C.R. #116 figures strongly in the City's Transportation <br />Plan, and Staff concurs with the County's recommendation for one access point. <br /> <br />Mr. Houle stated that their preference is the north access, explaining that the County's <br />recommended access on the south will make it very difficult to maneuver a tractor-trailer to utilize <br />the loading dock. He added that it is very expensive to relocate a loading dock. <br /> <br />Commissioner Bawden inquired about the parking situation when a further expansion occurs. <br /> <br />Mr. Houle explained where the future expansion would occur and the area that would be utilized to <br />obtain additional parking. <br /> <br />Larry Cody, President of Wendell's, explained that they do light manufacturing of small-type <br />products such as rubber stamps, coins, buttons, wooden nickels, etc. He stated that they are non- <br />polluting and have very little mack traffic as they ship mostly U.P.S. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the proposed site plan for Wendell's based upon discussion and contingent upon <br />compliance with the City Staff Review letter dated January 30, 1995 and resolution with Anoka <br />County regarding the access problem. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />LaDue, and Thorud. Voting No: None. Absent: Commissioner Holland. <br /> <br />Case 6'2: Request for Sketch Plan Review of Whitetail Meadows, a Minor <br /> Subdivision; Case of Larry Ferber <br /> <br />Zoning Administrator Frolik explained that the subject property is zoned R- 1 Rural Residential and <br />is located in the Rural Service Area, for which a minimum lot size is 10 acres and density is <br />restricted to 4 units in 40 acres on a pro rata basis. City Code states that if a parcel is not evenly <br />divisible by 10, an additional lot may be developed if the size of the fractional parcel is at least 75% <br />of that required for a single lot. Therefore, the division of the property into a 10-acre and a 9-acre <br />lot is permitted. Ms. Frolik stated that the existing homestead will be located on Lot 1, and Lot 2 <br />would require an access onto Baugh Street (C.R. #83). She advised that the sketch plan was <br />forwarded to Anoka County Highway Department, and their recommendation is that the new lot <br />created have a driveway that is within 30 feet of the north property line. <br /> <br />Commissioner Deemer questioned the necessity of the odd-shaped lots. <br /> <br />Applicant Larry Ferber stated that he wanted to keep all the woods on his lot. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to accept the sketch plan <br />for Whitetail Meadows and recommend that City Council approve the final plat. <br /> <br />Motion carried.
