because she wanted to know what was coming into the neighborhood. She stated that she is very <br />impressed with the way the home is run. She added that there is a lot of love in the home, and the <br />boys are treated as their own, not as foster kids. She remarked that the boys are very respectful, <br />they all have their jobs, and they listen to what they are told. Ms Kummula noted that her husband <br />is disabled, and the boys have helped out on several occasions with her house and yard. She is <br />grateful to have them in the neighborhood.. She stressed the importance of giving these boys a <br />chance in a home where they are loved, and summarized that there is nothing wrong with the <br />McLafferty home. Ms. Kummula advised that Pat McLafferty handles any problems immediately <br />when they arise. She concluded that the McLafferty home isn't any different than any of the other <br />families in the neighborhood with teenage boys. <br /> <br />Mr. McLafferty informed that, although he is licensed for eight, it doesn't mean he is going to have <br />that many at all times. He stated that he averages between 5 and 6 boys, but he has had 8 for a <br />period of 3 months. Mr. McLafferty explained that the agency he works with has to approve the <br />placement before he even gets to consider the child. He disclosed the reason that he's going <br />through this process is because one of his boys has a brother in need of placement, but he is at his <br />limit with six. <br /> <br />Mary Pat Rawson, 7239 153rd Lane N.W. - stated that the neighborhood is family-oriented with <br />many children. She expressed concern that there could possibly be a rezoning involved, and <br />inquired as to the City's CUP process. <br /> <br />City Engineer Jankowski advised that, in the R-1 Residential District, the City only has a CUP <br />process for home occupations. <br /> <br />Ms. Rawson inquired if it were possibly to grant the McLaffertys a CUP that did not change the <br />zoning. <br /> <br />Mr. Jankowski explained the City Attorney' opinion that in granting a CUP, the City would in <br />effect be granting a rezoning. <br /> <br />Ms. Rawson stated she would like to see the City do what they can to allow this without granting a <br />rezoning, because she is concerned about it becoming a problem if the McLaffertys ever move. <br /> <br />Mr. Johnson stated he has lived in Ramsey for 22 years and he has never had a problem with the <br />City. He hopes that something can be worked out because he doesn't like to see families fighting <br />City Hall. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to recess the public <br />hearing to be continued on April 4, 1995 at 7:30 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, LaDue, and Terry. Voting No: None.
