Dealing with this matter on the wrong plane or level. Not a
permit or rezoning, crime, law enforcement, the publics right
to know and the publics safety. Emotions, PhilosoPhy,~Facts.

Nothing like this in Shoreview, no public hearing - permit
issued between V.O. a. and Shoreview City Attorney August 31, 1989.
Not ten years ago but about 5 1/2 years ago check with Randy
Johnson, in Shoreview Planning.

License both V.O.A. and D.O.C. gets some of it's referrals
from D.O.C. Non-secure Group Home for Corrections/Dennis Falenschek.
Current Bill being considered in Legislature uses this term.
A copy enclosed for you

MN D.O.C. can place these homes anywhere in MN up to 6
City, Township or Municipality has absolutely no say.
Right next to each other, 6 in a row. No State guidelines.
City has no obligation to permit 8.

County & City Rules & Regulations
Jerry Soma has absolutely no knowledge 3-3].-95
Glen Huss never told - Foster - Let alone Corrections
Building Permit - Home Use - Left Blank

Juvenile Records Sealed - Criminal Justice System via Juvenile Courts.
Offenses:
Truancy - Attempted Murder
auto Theft, Rape, Arson, Armed Robbery
Some say second chance - Public can't know
Over-Reacting - Ask mother of 4 year old girl stabbed to
death. Last legal residense - Group Home - Wisconsin
Crimes - Burgulary, Auto Theft, Assault - 14 years old -
Killed just to see what it was like. 2nd chance??
Experts, Social Worker, Parole Officer, Licensing Agency,
Licenser, Group Home Operator. Take common sense over
experts - EX= Has Been Spurt = Drip under pressure
Young man had plenty of chances - Should have been
locked-up "TO0 LATE NOW"

Rules for Corrections Home - No Public Safety mentioned
Just the youth, the Staff and the Operators.
Curious point - 70% of regulations
Variance to Disregard part of the rules

Capital Generated - can't know from V.O.A. Jerry Soma, Directory
of Corrections wasn't told "Work-house" Can know Coon Rapids
Home - $118.00/per day/per youth converts $258,420.00 - Large
majority is Tax Free. Just One Home!!!

Group Homes are Incorporating, Nexus Corporation, Sex Offender
Home in Mpls. 50th & Queen - Nexus runs sex offender treatment
center in Onamia. But purchased house in North Mpls. Staff Only
Operation.
Latest Group Home in Coon Rapids, 2nd chance something or other
Also Incorporated and run by Staff only. Six teen girls generated
10 police calls already in the 7 months. A sister facility in
Ham Lake (housing 8 I believe) has generated over 87 police calls
in less than 3 years. Thats an average of one call every 12 days.
