Case #9: Request for Sketch Plan Approval of River/47 Plaza, a Minor <br /> Subdivision; Case of Rum River Properties <br /> <br />Zoning Administrator Frolik reported that Wayne Johnson and Lowell Wagner of Rum River <br />Properties have applied for a minor subdivision to plat property on the northwest comer of T.H. <br />g47 and C.S.A.H. gl 16 into 3 commercial lots. All lots exceed the minimum size and dimension <br />requirements for the B-1 and B-2 Business District. To comply with policies restricting accesses <br />onto T.H.//47 and C.S.A.H. gl 16, the developers are proposing to construct a private service <br />road through the property to access the three lots, and allowing one access onto C.S.A.H. gl 16 <br />and one access onto T.H. g47 which would align with the entrance to River's Bend Plaza on the <br />east side of g47. Staff withdraws their original recommendation that the service road be platted as <br />an ouflot and recommends approval of the sketch plan as presented. <br /> <br />Lowell Wagner, Rum River Properties, indicated that the private service road would be filed as a <br />permanent easement at the time of final plat. <br /> <br />Commissioner Hendriksen inquired whether other private roads have been permitted in the City. <br /> <br />City Engineer Jankowski stated that River's Bend Plaza is another example. He also noted that <br />some internal roads are designated as outlots and some are not designated at all. <br /> <br />Commissioner Thorud inquired as to who would be responsible for plowing. <br /> <br />Mr. Wagner replied that they would be responsible for all plowing. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to approve the sketch <br />plan for River/47 Plaza and recommend that City Council grant final plat approval based on <br />discussion and contingent upon compliance with City Staff Review Letter dated May 31, 1995 and <br />the recommendations of Mn/DOT and Anoka County. <br /> <br />Case gl0: Request for Site Plan Review for a SuperAmerica Facility; Case of <br /> Fayette Funding <br /> <br />Zoning Administrator Frolik reported that San Van Tassel of Fayette Funding, or SuperAmerica, <br />has applied for site plan review to construct and operate a SuperAmerica facility with carwash at <br />the corner of C.S.A.H. gl 16 and T.H. g47. The development includes a 3,520 square foot <br />convenience store and an 864 square foot car wash. The facility will be served by municipal water <br />and sanitary sewer. Access will be derived from a private service road to be developed along the <br />west property line of this plat, thereby eliminating any need for direct access onto g47 and gl 16 <br />from each of the three lots in the plat. The proposed development is in compliance with City Code <br />concerning lot coverage, setbacks, architectural standards, improved off-street parking and <br />maneuvering areas, lighting and waste storage. City Code requires a 20 foot wide landscaped yard <br />adjacent to public roads, and although the landscaping plan provided is acceptable as far as planting <br />materials and locations, it is unclear whether the 20 foot requirement has been met. <br /> <br />City Engineer Jankowski referenced the drainage and grading issues as outlined in the Staff <br />Review Letter dated June 1, 1995, stating he would like to make sure that runoff receives <br />sedimentation prior to discharge and that it not be discharged into the county ditch. He also noted <br />this will not affect any flood levels. <br /> <br />Sam Van Tassel, Fayette Funding, stated that there is plenty of land and they will be able to <br />comply with the setbacks without the need for any variances.
