The Planning Commission proceeded to review the proposed dwelling moving permit. <br /> <br />Commissioner Deemer indicated that it might be difficult to comply with the March 12, <br />1996 expiration date established in the proposed permit due to delayed construction because <br />of winter weather conditions and removal of the mobile home could subsequently be <br />hindered by the road restrictions in March 1996. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to amend the <br />proposed permit for an April 30, 1996 expiration date. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, <br />Hendriksen and LaDue. Voting No: None. Absent: Commissioners Thorud and Terry. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to establish a <br />financial guarantee in the permit of $500. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, <br />Hendriksen and LaDue. Voting No: None. Absent: Commissioners Thomd and Terry. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Holland to add a term to <br />the proposed permit to indicate that the temporary sewer and water connections shall be <br />removed and the property shall be restored to its original condition prior to the fu:e. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners LaDue, Holland, <br />Deemer, Hendriksen and Terry. Voting No: None. Absent: Commissioner Thorud. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to add an <br />item to the proposed permit that in the event the project is not feasible for completion by <br />April 30, 1996, the applicant shall apply to City Council prior to the first regular meeting in <br />March 1996. <br /> <br />Further discussion: Commissioner Hendriksen inquired if this term obligates the City to <br />grant an extension to the permit if it is applied for. Commissioner LaDue replied that, in <br />his opinion, it does not. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, <br />Holland, LaDue and Terry. Voting No: None. Absent: Commissioner Thorud. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Hendriksen to <br />recommend that City Council approve the request for a temporary dwelling moving permit <br />for the placement of a mobile home at 7731 - 172nd Lane N.W., Ramsey, and the terms of <br />the permit as amended. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Hendriksen, <br />Deemer, Holland and Terry. Voting No: None. Absent: Commissioners Thorud. <br /> <br />COMMISSION INPUT <br /> <br />1) 1992 Variance; Dennis Harper, 14390 Bowers Drive N.W. <br /> <br />The Commission noted the September 11, 1995 letter from Zoning Administrator Sylvia <br />Frolik to Dennis Harper at 14390 Bowers Drive N.W. The letter analyzed Mr. Harper's <br />compliance with his 1992 variance to construct an accessory structure closer to the front <br />property line than the home.
