PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a special meeting on Tuesday, October 17, 1995 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland (arrived at 6:40 p.m.) <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Members Absent: Commissioner Charles LaDue <br /> <br />Also Present: <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the special Planning Commission meeting to order at 5:30 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to approve the agenda as <br />presented. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />and Thorud. Voting No: None. Absent: Commissioners Holland and LaDue. <br /> <br />COMMISSION BUSINESS <br /> <br />Case gl: <br /> <br />Request for Site Plan Review for an Expansion to Bjorklund Ready- <br />Mix <br /> <br />Zoning Administrator Frolik reported that Craig Bjorklund of Bjorklund Ready Mix has applied for <br />site plan review of a 3,300 square foot expansion to his facility at 6100 Industry Avenue N.W. <br />The expansion will partially enclose the cement tower and provide indoor space for boiler <br />equipment and rock and sand storage. The enclosure is crucial to Bjorklund's ability to operate <br />efficiently over the winter months. Reviewing expansions of existing facilities allows the City an <br />opportunity to require that any deficiency in site improvements be brought into compliance with <br />current zoning codes. Ms. Frolik also explained there are extenuating circumstances wherein a <br />land exchange between the City, the applicant, and his neighbor, Julian Johnson Construction, <br />have delayed development of the site plan. The required Certificate of Survey for this process has <br />not been prepared, yet the location and dimensions of property lines is crucial to preparation of a <br />site plan. Therefore, City Staff recommends this particular site plan review case be processed in <br />two stages: the first stage, occurring this fall, will allow Mr. Bjorklund to construct the structure <br />that will enclose his operation, and the second stage will address the required site improvements <br />based on a current site survey.
