PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, December 5, 1995 at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear <br />input regarding a request for preliminary plat approval of Brandseth; case of Blaine Edmundson. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br />Commissioner Bradley Thorud <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:35 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik advised that Blaine Edmundson is requesting preliminary plat <br />approval of Brandseth, which is located in the southwest comer of the intersection of 153rd <br />Avenue and T.H. #47. The plat consists of approximately 22.5 acres proposed to be platted into <br />45 single family residential lots served by municipal water and sanitary sewer. An ouflot adjacent <br />to T.H. #47 will be retained for commercial uses. All lots meet minimum area requirements, and <br />minimum width requirements are met either at the street frontage or building setback line. <br /> <br />City Engineer Jankowski described the proposed drainage plan and advised that he could not <br />recommend its approval until the applicant has received easement rights to drain onto adjacent <br />northern properties. He also noted that it will be necessary to obtain right-of-way from two <br />properties along T.H. g47 in order to facilitate utilities extension. <br /> <br />Ms. Frolik added that a majority of the property is zoned for B-1 Business and will require <br />rezoning to residential. <br /> <br />Blaine Edmundson, applicant, stated that with a little bit of oversizing on the pond from what is <br />depicted, it will hold a 100-year storm. The natural drainage almost all flows north, and if he were <br />to reverse the flow to the south, it would require cuts of 18 feet for the storm sewer which gets to <br />be quite expensive. He felt that adding natural aquatic vegetation would absorb a lot of the water. <br />He stated he has never seen any water in that Iow depression, however, he realizes that can change <br />with hard surface. <br /> <br />CITIZEN INPUT <br /> <br />A1 Kempf, 15220 St. Francis Boulevard N.W. - explained that he owns the properties in which <br />Mr. Edmundson needs to attain easement in order to run utilities through to Brandseth.
