CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Charter conducted a regular meeting on Thursday, April 20, 1995, at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Bernard Steffen <br />Commissioner Dennis Donovan <br />Comm~ssxoner Keith Kiefer <br />Commissioner Judy Marn <br />Comrmssloner Rodney Nelson <br />Commissioner Richard Netzloff <br />Commissioner Virginia Spain-Brist <br />Commissioner Jay Swokowski <br /> <br />Members Absent: Commissioner John Goode <br /> <br />Also Present: <br /> <br />Ryan Schroeder, City Administrator <br />William Goodrich, City Attorney <br /> <br />CALL TO ORDER <br /> <br />Chairperson Steffen called the regular meeting of the Charter Commission to order at 7:30 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Motion by Commissioner Swokowski and seconded by Commissioner Kiefer to approve the <br />agenda as presented. <br /> <br />Motion carried. Voting Yes: Chairperson Steffen, Commissioners Swokowski, Kiefer, Donovan,. <br />Mare, Nelson, Netzloff and Spain-Brist. Voting No: None. Absent: Commissioner Goode. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case gl: Electoral Process <br /> <br />City Administrator Schroeder explained that with the additional time given, the Commission has <br />received more surveys back from the people who ran for Mayor/Council seats in the last election. <br /> <br />Commissioner Kiefer stated that he has been doing some research on the ward versus at large <br />Council. Out of the 856 Minnesota cities, 77 have a ward or combination ward/at large system. <br />There appear to be pros and cons with each system. <br /> <br />The Commission reviewed and discussed the information disseminated by Commissioner Kiefer. <br />It appears the trend is to have an at large system. <br /> <br />Charter Commission/April 20, 1995 <br /> Page 1 of 6 <br /> <br /> <br />
